India-Sri Lanka-Maldives trilateral meeting

India’s National Security Advisor Ajit Doval visited Colombo to participate in the 4th edition of India-Sri Lanka Maldives trilateral forum on maritime security hosted by Sri Lanka. Sri Lanka’s defence secretary Kamal Gunaratne and Maldive’s defence minister Ms Mariya Didi participated in the meeting. Though the trilateral meeting was supposed to be an annual feature, the last time it had met was in 2014. The meeting decided to expand its agenda beyond maritime security, to include threats of radicalisation, terrorism and drug trafficking, which had become increasingly causing concern to the three nations. They are said to have agreed to hold deputy NSA-level working group meetings twice a year for operational cooperation.

Interest in reviving the meeting showed the increased desire of the three participating countries to understand each other and coordinate their maritime security preparedness as Indian Ocean is critical for Indo-Pacific strategic security. Seychelles and Mauritius, which had attended the 2014 meeting as observers, virtually attended the meeting of the Colombo trilateral meet. Bangladesh, which was invited to participate, could not participate as the concerned official was indisposed.

The joint statement issued after the meeting said: “The three countries also exchanged views on common security threats and agreed to broad base cooperation by expanding the scope to improve intelligence sharing and include issues like terrorism, radicalization, extremism, drugs, arms and human trafficking, money laundering, cyber security and effect of climate change on maritime environment.”

 “The past deliberations and outcomes have helped the three countries in improving close coordination in maritime security of the region. These were supplemented by Deputy NSA level meetings for sustained engagements and implementation of the discussions at the NSA level meetings,” the statement added.

Discussions on maritime cooperation included, “maritime domain awareness, humanitarian assistance and disaster relief, joint exercises, capacity building, maritime security and threats, marine pollution, and maritime underwater heritage”.

There are three contexts to the revival of interest in the trilateral meeting, after a six year gap. The original context of trilateral forum was regional - to protect maritime security interests the vast EEZ area of three countries, with Indian Navy playing a major role. Otherwise, it would not be possible for the two island nations to secure their maritime interests in their vast EEZ (Sri Lanka - 517,000 sq km and Maldives - one million sq km). 

There is also the regional context of India firming up and enlarging its economic and security cooperation with the two island nations, in the face of increased Chinese economic and security forays under the garb of Belt and Road Initiative (BRI). Lastly, the quest of the newly formed Quad multilateral alliance, led by the US with India, Japan and Australia, to improve mutual cooperation and security with the two island nations, which have become the focus of China’s increased muscle flexing in the Indo-Pacific.

Equally significant is the trilateral meeting follows a series of high level meetings with dignitaries from  India, the US and China with their Sri Lankan counterparts. Prime Minister Narendra Modi had a virtual summit meeting with his Sri Lanka counterpart Mahinda Rajapaksa towards end September. The US Secretary of State Mike Pompeo, visited Sri Lanka and Maldives, last month, after attending 2+2 ministerial meeting with Indian counterparts.  Of course, a high powered Chinese delegation led by Yang Jiechi, member of the Chinese Communist Party’s Politburo and director of the Central Committee’s Foreign affairs Commission visited Colombo in October, as part China’s efforts to reinforce its links with Sri Lanka.

During his visit, NSA Doval also called upon President Gotabaya Rajapaksa and Prime Minister Mahinda Rajapaksa. The President’s media division statement on the meeting said, the President and the NSA “engaged in a highly fruitful discussion aimed at further strengthening all forms of bilateral cooperation.” It said the major topics discussed at the meeting included Indo-Lanka security cooperation, maintaining peace and security in the Indian Ocean region, infrastructure development in Sri Lanka. Both sides agreed that the infrastructure development projects initiated with the assistance of India should be completed expeditiously. It said, the NSA “expressed India’s willingness to identify and invest in new fields that can contribute to the economic growth in Sri Lanka.”  

In this context, the India-Japan-Sri Lanka Eastern Carrier Terminal (ECT) project had been pending since a memorandum was signed 2019. There is a distinct possibility that this project was discussed during the meeting. Earlier in the month, India and Sri Lanka signed a memorandum of understanding for implementing community development projects to the tune of SL Rs 600 million. The MoU signed initially in 2005, has been extended every five years. The projects to be executed included adding to the emergency hospital care ambulance service, housing projects and the New Jaffna Cultural Centre as well as small scale development projects like resettlement housing, livelihood, employment, medical centres, hospital infrastructure development and women’s empowerment.

President Rajapaksa is keen on ending Sri Lanka’s over reliance on foreign debts. So there is no doubt that the President would like to develop closer economic cooperation with India. It is interesting to note that India’s Finance Minister Mrs Nirmala Sitharaman has been invited to deliver the keynote speech at the Sri Lanka Economic Summit on December 1, attended by the President.   

Covid count: As on November 30, total number of people affected by the pandemic stood at 23, 987. So far 118 people have died, while 17, 560 people have recovered.

சீனாவின் புதிய போர்முறைக் கோட்டுபாடுகளின் விளைவு என்ன?

நவம்பர் மாதம் முதல் வாரம் நடந்த, சீன கம்யூனிஸ்ட் கட்சியின் 19வது மத்திய செயற்குழுவின் ஐந்தாவது ப்ளீனரி கூட்டத்தில், பாதுகாப்பு அமைப்பு மற்றும் போர்ப்படைகளின் நவீன மயமாக்குதலை  துரிதப்படுத்தி, ஒருங்கிணைந்த வளமான நாட்டை உருவாக்குவதன் அவசியம் வலியுறுத்தப்பட்டது.


அதைத் தொடர்ந்து, சீனாவின் மத்திய ராணுவ கமிஷன் கடந்த நவம்பர் 7ந் தேதி, சீனாவின் புதிய போர்முறைக் கோட்பாடுகளை ‘ஒருங்கிணைந்த சீன மக்கள் விடுதலைப் படையின் போர்முறைகள்; ஓர் வரைவடிவு” என்ற பெயரில் சீனப் படைகளில்  செயலாக்கத்தில் கொண்டு வந்தது. அதைப் பற்றி சீன பாதுகாப்பு அமைச்சகம் நவம்பர் 13ந் தேதி பிரசுரித்த ஊடக செய்தியில், அந்த கோட்பாடு ஒரு புதிய சகாப்தத்திற்கான சீன குணாதிசயங்களுடன் சோசலிசம் குறித்த சிந்தனை, மற்றும்ராணுவத்தை வலுப்படுத்துவதில் ஷீ ஜின்பிங் சிந்தனையைக் கொண்டு  முழுமையாக செயல்படுத்துகிறது, என்று கூறுகிறது.  அதன் குறிக்கோள் புதிய சகாப்தத்தில் ராணுவத்தின் வெல்லும் திறனை அதிகரிப்பதே என்று தெளிவாக்குகிறது.


மேலும், அது ‘புதிய சகாப்தத்திற்கான ராணுவ மூலோபாயக் கொள்கையை ஆழமாக செயல்படுத்தி, ராணுவத்தை வலுப்படுத்துதி கட்டமைப்பது என்ற கட்சியின் இலக்கை அடைவதில் கவனம் செலுத்துகிறது’ என்று கூறுகிறது. ”மக்கள் ராணுவம் ஒரு உலகத் தரம் வாய்ந்த ராணுவமாக, ஒருங்கிணைந்த செயல்பாட்டுக்கான வழிமுறைகளை நிறுவுவதில் கவனம் செலுத்துதல், அதற்கான அடிப்படை கருத்துக்களைக் கொண்ட அமைப்புகளை நிறுவுதல், அடிப்படை உரிமைகள் மற்றும் பொறுப்புகளை தெளிவுபடுத்துதல், கணினி மட்டத்திலிருந்து "என்ன விதமான போர்கள், மற்றும் எப்படி போரிடுவது" என்ற முக்கிய கேள்விகளுக்கு பதிலளிப்பதும் அதில் அடங்கும். இவற்றில், ராணுவத்தின் கூட்டுப் போர் திறன் வளர்ச்சியை மேம்படுத்துவதற்கான கட்டமைப்பு மற்றும் படை அமைப்பு ஆகியவற்றின் சீர்திருத்தங்களுக்கான முடிவுகள் பெரும் முக்கியத்துவம் வாய்ந்தவை” என்று விளக்கம் தருகிறது.


புதிய போர்முறைக் கோட்பாடுகள் ஏன் தற்போது கொண்டு வரப்பட்டது என்பதைப் புரிந்து கொள்ள, சீன அதிபர் ஷீ ஜின்பிங் நவம்பர் 25ம் தேதியன்று, மத்திய ராணுவ கமிஷன் நடத்திய போர்ப்படைகள் பயிற்சி மாநாட்டில் ஆற்றிய உரை ஓரளவு உதவும். அவர் பேசும்போது, சீனாவின் தேசிய பாதுகாப்பு, போர்முறைகள், போர் இலக்குகள், போர்முனைத் தேவைகள் ஆகியவை மாறிவருவதை குறிப்பிட்டார். அத்தகைய சூழ்நிலையில், சீன பாதுகாப்பின் குறிக்கோளிலும், நவீன மயமாக்கப் பட்டுள்ள போர்ப்படைகள் செயல்திறனிலும், ஏற்பட்டுள்ள மாற்றங்களை சுட்டிக் காட்டினார். அதற்கேற்ப, பாதுகாப்பு படைகளின் பயிற்சித் தேவைகள் ஒரு புதிய கட்டத்தை அடைந்துள்ளதால், அதை விரிவாக்கி, முழுமையாக்குவதில் முன்னேற்றம் காண வேண்டும் என்பதை எடுத்துக் கூறினார். ஆகவே, ராணுவ உயர்மட்டத்தில் பாதுகாப்பின் வடிவாக்கமும் மற்றும் பாதுகாப்பு உபாயங்களும், புதிய தேவைகளவை ஏற்படுத்தி உள்ளதால், ராணுவ பயிற்சிகளில் மாற்றங்களைக் கொண்டு வருவதன் அவசியத்தை அவர் வலியுறுத்தினார்.

 

மேலும் அந்த அறிக்கை, அது புதிய சகாப்தத்தின்  கூட்டு செயல்பாட்டு அமைப்பு மற்றும் செயல்பாட்டின் அடிப்படை சிக்கல்களை தெளிவுபடுத்துவதிலும், மேலும் செயல்பாட்டு சிந்தனையை ஒருங்கிணைப்பதிலும் கவனம் செலுத்துவதாகவம் கூறுகிறது. இவற்றைத் தவிற,  போர் ஆதரவு, தேசிய பாதுகாப்பு அணிதிரட்டல் மற்றும் அரசியல் பணிகளுக்கான முக்கிய கொள்கைகள், தேவைகள் மற்றும் அவற்றின் அடிப்படை நடைமுறைகள் ஆகியவையும் இந்த புதிய கோட்பாடுகளில் அடங்கும் என்று விளக்குகிறது.

 

சீனாவில் போர்முறைக் கோட்பாடுகள், சீன கம்யூனிஸ்ட் கட்சியின் தலைவர்கள் வகுக்கும் ராணுவ வழிகாட்டுதலின் அடிப்படையில் உருவாக்கப் படுகின்றன. ஆகவே, அவற்றில் சீன கம்யூனிஸ்ட் சித்தாந்த்ததை உருவாக்கிய கார்ல் மார்க்ஸ்,  மா சிதுங், டெங் ஷியாவ் பிங், ஜியாங் ஜே மின், ஹூ ஜின் டாவ் மற்றும் ஷீ ஜின்பிங் ஆகிய தலைவர்களின் அரசியல் கொள்கைளின் பிரதலிப்பை காணலாம்.  கட்சித்தலைவர்கள் கருத்துக்களுக்கு ஏற்ப சீன ராணுவக் கொள்கையின் செயலாக்கத்தை மாற்றும் அதிகாரம் மத்திய ராணுவக் கமிஷன் கையில் உள்ளது.  

 

தற்போது, இந்திய-சீன உறவில் பதட்டம் நிலை அதிகமாகி, இரு தரப்பு ராணுவங்களும் நேருக்கு நேராக போருக்கான தயார் நிலையில் நிற்கின்றன. சீனா தைவான் நாட்டை நோக்கி போர் விமானங்கள் மற்றும் போர் கப்பல்களை ஏவி விட்டு போர் மூளும் சூழ்நிலையை தீவிரமாக்கி வருகிறது. அமெரிக்க-சீன பனிப்போரும் தென்சீனக் கடலில் உச்ச கட்டத்தை நெருங்கி வருகிறது. ஆகவே, அத்தகைய சூழ்நிலையில், சீன போர்முறைக் கோட்பாடுகளில் ஏற்படும் மாற்றங்கள் எவ்வாறான பாதிப்பை ஏற்படுத்தும் என்பதை புரிந்து கொள்வது மிக அவசியமாகும். 

 

ராணுவங்களை திறமையுடன் போரை நடத்துவதற்கான வழிமுறைகளைக் கொண்ட கையேடுகள் அந்த நாட்டின் போர் கோட்பாடுகளின் அடிப்படையில் உருவாக்கப் படுகின்றன. அவை, ராணுவங்கள் எதிர் கொள்ளும் மாறிவரும் போர் சூழ்நிலைகளுக்கு ஏற்ப அவ்வப் போது மாற்றப்பட்டு, புதிய போர் கோட்பாடுகளாக உருவாக்கப் படுகின்றன. 

 

இந்தியாவில் இவை முப்படைகளின் போர் முனைத்திட்டங்களுக்கு ஏற்ப, படைகளின் செயல் திறனை அதிகரிக்க உபயோகிக்கும் ரகசிய பயிற்சி புத்தகங்களை உருவாக்க உதவுகின்றன. அமெரிக்க முப்படைகளின் போர்க் கோட்பாடுகள் சுருக்கமாக பொதுமக்கள் பார்வைக்கு பிரசுரிக்கப் படுகின்றன. சீனாவில், அவை ரகசிய பிரசுரரங்களாக  போர்படைகளின் செயல் முறை புத்தகங்களை உருவாக்க மட்டுமன்றி, கம்யூனிஸ்ட் கட்சியின் கொள்கைகளை பிரதிபலிக்கவும், பயன்படுத்த படுகின்றன. 

 

சீன கம்யூனிஸ்ட் கட்சி 1956ல் "தாய்நாட்டை காப்பது" என்ற தலைப்பில் தனது ராணுவக் கருத்துக்களை பிரசுரித்தது. அதையே, சீன ராணுவம் தனது போர் கையேடாக உபயோகித்தது. அதன் பிறகு, 1960ல் மா சேதுங்  உள்நாட்டு போருக்கு ஏற்ப உருவாக்கிய "வடக்கில் பாதுகாப்பு, தெற்கில் தாக்குதல்" என்ற கொள்கையே போர்க் கருத்தாக  நிலவியது. 

 

உலகில் பரவி வரும் அணு ஆயுத ஆபத்து மற்றும் அமெரிக்க, ரஷ்ய பனிப்போர் நிலவும் சூழ்நிலைக்கு ஏற்ப, சீன போர்க் கோட்பாடுகள் முதல் முதலாக புத்தகமாக வெளியிடப்பட்டு, 1961ம் ஆண்டு முதல் 1965 வரை நடைமுறையில் இருந்தன. அவை, அப்போது நிலவிய முதலாம் தலைமுறை போருக்கு ஏற்றவை என்று கூறலாம். பிறகு, 1977ல் கம்யூனிஸ்ட் கட்சி வகுத்த, "புதிய சூழ்நிலையில் மக்களின் போர்" என்ற கருத்துக்கு நிலை கொண்டது. அதில், உலக பாதுகாப்பு சூழ்நிலையின் அப்போதைய தாக்கங்களை காணலாம்.  

 

அதன் பிறகு, சீன ராணுவ மத்திய கமிஷன் 1999ல் பிரசுரித்த நாலாம் தலைமுறை போருக்கான போர்முறைக் கோட்பாடுகள், சீன போர் திறனில் ஒரு முக்கிய திருப்பத்தை உண்டாக்கியது. அதன்படி, முதன் முறையாக ராணுவத்தின் முப்படைகளும்  ஒருங்கிணைந்து செயல்படு வதற்கான வழிமுறைகள் வகுக்கப்பட்டன. அதில், மூன்று விதமான தாக்குதல்கள், மற்றும் தாக்குதல்களை எதிர் கொள்வதற்கான வழிகள், எதிரியின் மிக முக்கியமான கேந்திரங்களின் மீது தாக்குதல் நடத்துவது, மற்றும் நேரடியான மோதலைத் தவிர்த்து நடத்தும் தாக்குதல் ஆகிய போர்முறைகளின் அடிப்படைகள் விளக்கப் பட்டன. ஆனால், அதை ஓரளவு செயல்பாட்டில் கொண்டு வந்து, ராணுவத்தின் தரத்தை உயர்த்த ஏறக்குறைய பத்தாண்டுகள் தேவைப்பட்டன.

 

அதன் பிறகு, 2004ல் மத்திய ராணுவ கமிஷன் ஐந்தாம் தலைமுறை ஆயுதங்களுடன் தகவல் தொழில் நுட்பங்களை சிறிய போர்களில் உபயோகிக்கும் உத்திகளை அறிவித்தது. அதன்படி, முப்படைகளும் ஒருங்கிணைந்து இணைய தள செயல்பாட்டை போரில் உபயோகிக்கும் திறனை விரிவு படுத்தின. அதன் பின்பு 2015ல் இந்த தொழில் நுட்பப் போர்திறனை ஒருங்கிணைந்து செயல்பட்டு, போரில் பாதுகாப்பு ஆற்றலை வலுவாக வளர்க்க தேவையான வழிமுறைகள் வகுக்கப் பட்டன. 

 

புதிய போர்முறைக் கோட்பாடுகளின் விவரங்கள் எப்போதுமே ரகசியமாக கருதப்படுகின்றன. ஆகவே, பாதுகாப்பு ஊடகங்களில் அவற்றைப் பற்றி பல்வேறு கருத்துக்கள் நிலவுகின்றன. ஆனால், பொதுவாக, பாதுகாப்பு ஆய்வாளர்கள் 2015ல் சீன ராணுவம் மேற்கொண்ட புதிய மாற்றங்கள் செயல்பாட்டில் ஓரளவு முழுமை அடைந்துள்ளதைக் காட்டுகின்றன என்று கருதுகிறார்கள். 

 

அண்மையில், புதிய போர்முறைக் கோட்பாடுகள் பற்றிய பத்திரிகையாளர் கேள்விக்கு பதில் அளித்த சீன பாதுகாப்பு துறை அதிகாரி, அந்த புதிய வழிமுறைகள் "உலகில் நிலவும் மேலாதிக்கம், அதிகார அரசியல் மற்றும் ஒருதலைப்பட்சமான சூழ்நிலைகளால் ஏற்படும் பெரிய மாறுதல்கள்" ஆகிய​​வற்றுக்கு ஏற்ப உருவாக்கப் பட்டுள்ளன என்று கூறினார். இது அதிபர் ஷீ பாதுகாப்பு மாநாட்டில் ஆற்றிய உரையின் சாரமே ஆகும்.

 

சீனாவின் புதிய போர்முறைக் கோட்பாடுகள் பற்றி சீன அதிகாரியின் பேச்சும், ஷீயின் கருத்துக்களும், அவற்றின் தாக்கத்தை கீழ்கண்ட செயல்பாடுகளில் எதிர்பார்க்கலாம் என்பதைக் காட்டுகின்றன என்றே தோன்றுகிறது;

 

1.    சீனாவின் எல்லையில் தோன்றியுள்ள புதிய பாதுகாப்பு சூழ்நிலைக்கு ஏற்ப போர்ப்படைகள் பயிற்சி அளிக்கப்பட்டு தயார் நிலையில் கொண்டு வரப்படும். இவற்றில், தைவான் மீது தீவிரமாகும் போர் சூழ்நிலை, தென் சீனக் கடலில் அடிக்கடி அமெரிக்க மற்றும் சீன விமானங்களுக்கும், போர்கப்பல்களுக்கும் ஏற்படும் உரசல்கள் அதிகரித்து போர் அபாயத்தை அதிகரிக்கும். இது புதிய அமெரிக்க ஜனாதிபதி பீடனுக்கு போரைத் தவிர்த்து சுமுக உறவை ஏற்படுத்த அழுத்தம் அளிக்கலாம் என்ற எதிர்பார்ப்புக்காகவா என்பது கேள்விக் குறி. ஆகவே, புதிய அமெரிக்க அதிபர் பதவி ஏற்ற பின்பு, சிறிது காலம் அவர் அமெரிக்க-சீன உறவில் என்ன மாற்றங்களை ஏற்படுத்துகிறார் என்பதை சீனா கூர்ந்து கவனித்துவரும்.


2.    லடாக் எல்லையில் சீனப்படைக்குறைப்பு எளிதில் நடைமுறைக்கு வராது. அதற்கான அறிகுறிகள் இந்தியாவுடனான பேச்சு வார்த்தைகளில் தென்படாததால் சீனா போருக்கு தயார் நிலையில் தொடர்ந்து நிற்கும். ஆனால், சீனா பனிக்காலத்தில் இந்தப் போரை தவிர்க்கலாம். ஏனெனில், தென் சீனக்கடல் பிரச்சினைகள் ஆபத்து அதிகமாக இருப்பதால், சீனா அதே நேரத்தில் இந்தியாவுடன் மோதல்களில் ஈடுபடுவது உசிதமாகாது. இந்தியாவின் மீது அழுத்தம் ஏற்படுத்த சீனா அதன் அண்டை நாடுகளில் முக்கியமாக பாகிஸ்தானின் ஒத்துழைப்போடு செயல்படலாம். இந்திய-சீன உறவில் பல முனைகளில் உரசல்கள் ஏற்படுவதற்கான வாய்ப்புக்கள் இந்தியப் பெருங்கடலில் அதிகமாகலாம்.


3.    சீனாவின் முப்படைகளும் ஒருங்கிணைந்து இணைய தள செயல்பாட்டை போரில் உபயோகிக்கும் திறனை இன்னுமும் முழுமையாக அடையவில்லை என்று தெரிகிறது. இதனால் லடாக் எல்லையில் இயங்கும் சீனப் படைகளிடையே ஒருங்கிணைந்த போர் முறை செயல்பாட்டில் ஓரளவு குறைகளை எதிர்பார்க்கலாம். ஆகவே அவற்றின் தொழில் நுட்பப் போர்திறனை உபயோகித்து, ஒருங்கிணைந்து செயல்படும் ஆற்றலை வளர்க்க பயிற்சிகள் தீவிரமாக்கப்படும்.

Sri Lanka Perspectives – October 2020: Caught amidst Covid pandemic & Cold War 2.0 polemics

Overview

 

The month of October was an eventful one for Sri Lanka. The 20th Amendment to the Constitution (20A) empowering the President was passed in parliament with two-thirds majority. The Covid-19 pandemic made a dramatic comeback in a second wave, to boost the virus-affected numbers which stood at 9,791 with 19 deaths as on October 31, 2020. Evidently, the second wave had caught the administration flat footed. In spite of these preoccupations, the worsening relations between two giant Asian powers –India and China – who have close relations with Sri Lanka, churning up the strategic environment in the Indian Ocean Region (IOR) became a cause of concern.  The visits of high power dignitaries – first the Chinese and then the US – brought home the  reality of  Cold War 2.0 threatening to jeopardize Sri Lanka’s efforts to recover from economic woes. It showed Sri Lanka’s economic recovery in times of Covid pandemic is very much linked to the increasingly difficult task of managing its international relations.

 

20th Amendment

 

During the first half of the month, the passing of the 20A occupied Sri Lanka’s political centre stage. The controversial 20th Amendment to the Constitution (20A), aimed at restoring the powers of the executive president, deprived by the previous government. In fact, it has replaced the ten-member constitutional council with five-member parliamentary council, bringing the independent commissions under the control of the President. This generated a lot of heart burning between parties and behind the door manoeuvres before the bill was fielded in parliament.  

 

However, in spite of international concerns, political speculations, opposition from some of the Buddhist and Catholic clergy and internal rumblings among ruling party leaders, the 20A had a smooth passage in parliament on October 22, 2020. In the 225-memer House, 156 members voting in favour and 65 against, while four abstained.

 

Though the main opposition Samagi Jana Balawegaya (SJB) coalition opposed it and called it as paving way for dictatorship, eight of its own members, including the SJB assistant secretary Ms Diana Gamage, voted in favour of the resolution.  SJB partners, who voted in favour included some of the leaders of the Sri Lanka Muslim Congress and All Ceylon Muslim Congress. The whole voting exercise, underlined the Rajapaksas' uncanny ability to manoeuvre their way to achieve their political goals.

 

Cold War 2.0 spills over

 

The national focus on internal politics, however, did not diminish the increasing global attention to Sri Lanka’s emergence as a strategic pivot  in the Indian Ocean Region (IOR) in the midst of Cold War 2.0 breweing between the US and China. The four-power the US-led Quadrilateral strategic alliance, with India, Japan and Australia in its ranks, firming  up its strategies to challenge China’s forays in the Indo-Pacific to ensure freedom of navigation. So in the future, whether Sri Lanka likes it or not, it is likely to find itself in the eye of Cold War 2.0's strategic storm. 

 

The two-day visit of the US Secretary of State Mike Pompeo to Colombo, in the last week of the month, has to be viewed in this context, regardless of the shrill rhetoric surrounding it. Actually, his visit was preceded by a ‘high powered Chinese delegation’ led by Yang Jiechi, member of the Chinese Communist party’s Politburo and director of the CCP Central Committee’s Foreign Affairs Commission, on a two-day visit. Yang, who leads the top foreign policy making body, met with President Rajapaksa and PM Mahinda Rajapaksa. During the meeting he stressed the two countries as strategic cooperation partners should continue to maintain high-level exchanges and consolidate political mutual trust. He added that China will continue to push forward cooperation under the Belt and Road Initiative (BRI) and advance cooperation ranging from tottt to tourism, agriculture and education.

 

Yang’s visit came in the midst of a spat between China-US diplomats in Colombo, after the US Ambassador to Colombo Alaina Teplitz in a media interview criticised Chinese projects in Sri Lanka. She said, “a 2019 World Bank study concluded that more than 60% of China funded BRI projects are allocated to Chinese companies and stressed that tender processes are opaque.” In a strong reaction, the Chinese Embassy called the Ambassador’s statement despicable attempt to manipulate others’ in diplomatic relations, and advised the US quit “the addiction of preaching others and applying double standards.”

 

The US Secretary of State led the high power delegation to call upon President Gotabaya Rajapaksa. Mike Pompeo and President Gotabaya Rajapaksa exchanged their views on a number of areas of bilateral and regional importance. Pompeo expressed the US desire to continue to work closely with Sri Lanka in achieving a high level of economic development. He added that priority will be given to promote US investments in the island. The US was also ready to give a helping hand to the development of tourism under a carefully prepared action plan, as it was a key sector that generated employment and income.  In response, President Rajapaksa said Sri Lanka wanted to achieve a high level of economic growth by attracting more foreign investments, rather than obtaining loans. He sought assistance in modernising agriculture 


On Sri Lanka’s foreign policy, the President said it was based on neutrality. Relations between Sri Lanka and other nations are determined by several conditions, including historic and cultural relations and development cooperation. The President stressed that he is not ready to compromise the independence, sovereignty and territorial integrity of the nation in maintaining foreign relations whatever the circumstances may be. He noted that China assisted in the development of the country’s infrastructure since the end of the separatist war, and reiterated that Sri Lanka was not caught in a debt trap as a result.


The two sides agreed to further strengthen the defence cooperation already established between the two countries in training and material assistance. Pompeo responded positively when President Rajapaksa emphasised the need to strengthen the coast guard services to combat drug trafficking. Pompeo said that the US wishes to see the Indian Ocean remain a zone of peace. He expressed satisfaction over the existing friendly ties between Sri Lanka and India. President Rajapaksa stated that Sri Lanka also hopes to see peace in the Indian Ocean. Both parties also agreed to work together on human rights issues in the international fora.

However, it was the joint press conference Pompeo addressed along with Foreign Minister Dinesh Gunawardena that captured media headlines. Pompeo lauding Sri Lanka as a sovereign and powerful and strategic partner for the US on the world stage, added it can be a beacon for a free and open Indo-Pacific, in contrast “to what China seeks. We see from bad deals, violations of sovereignty and lawlessness on land and sea that the Chinese Communist Party is a predator, and the United States comes in a different way.  We come as a friend and as a partner,” In both engagements, Pompeo reiterated that the US seeks to strengthen its partnership with democratic, peaceful, prosperous, and fully sovereign Sri Lanka. He also touched upon counter terrorism assistance. It was interesting to note his pointed reference to President Rajapaksa’s victor speech last year, in which the President had stated that he was president of all citizens; Pompeo said “We fully expect that Sri Lanka will fulfil its pledges to take meaningful, concrete steps to promote accountability, justice, and reconciliation.”

 

In the emerging strategic scene in the IOR, Sri Lanka cannot escape the harsh realities. This was aptly summed up in an op-ed in Ceylon Today: “Even the efforts of the Quad security grouping  promoted by the US to promote a free and independent Asia-Pacific region are India, Sri Lanka’s closest neighbour, Japan, the largest bilateral source of concessional funding to Sri Lanka and Australia, its fifth largest source of tourism arrivals last year.

 

“Therefore, it’s in Colombo’s interest to consider the multi-country dimensional aspect of Pompeo’s visit to the island, not least the importance of the US as an economic partner, by being the single largest source absorbing the island’s merchandise exports and work towards further expanding economic cooperation between the two countries, for the betterment of the people of Sri Lanka.”

Overview

 

The month of October was eventful one for Sri Lanka. The 20th Amendment to the Constitution (20A) empowering the President was passed in parliament with two-third majority. The Covid-19 pandemic made a dramatic comeback in a second wave, to boost the virus-affected numbers which stood at 9,791 with 19 deaths as on October 31, 2020. Evidently, the second wave had caught the administration flatfooted. In spite of these preoccupations, the worsening relations between two giant Asian powers –India and China – who have close relations with Sri Lanka, churning up the strategic environment in the Indian Ocean Region (IOR) became a cause of concern.  The visits of high power dignitaries – first the Chinese and then the US – brought home the  reality of  Cold War 2.0 threatening to jeopardize Sri Lanka’s efforts to recover from economic woes. It showed Sri Lanka’s economic recovery in times of Covid pandemic is very much linked to the increasingly difficult task of managing its international relations.
