Sri Lanka Perspectives – December 2020: Sri Lanka needs a positive agenda for 2021, after a wasted year

The year 2020 will go down as a tumultuous and inglorious year in Sri Lanka’s history. It was a bleak year on many fronts, after huge public expectations were kindled by President Gotabaya Rajapaksa’s election 2019.  No doubt, the global Covid-19 pandemic contributed to the President’s woes. Its disastrous effect on the already debt-laden economy, brought three major sources of income and employment - tourism, maritime trade and expatriate income – to almost a standstill.

 

President Rajapaksa is known as a hands-on leader, who works with clear goals and a structured approach to problem solving. So, he managed the Covid threat with reasonable success, kept the economy afloat, with some patch-up credit from big powers. He spoke of stimulus package for economic revival and using technology tools to improve governance while explaining his vision in his address to the parliament. He restructured the national security apparatus.

 

As a good military strategist, the first time politician-turned-president, reinforced his power base by successfully holding the general election, in the midst of the pandemic. He cashed on the feeling of insecurity of Therawada Buddhist Sinhala majority, which zoomed after home-grown Jihadi terrorists’ suicide attack on the Easter Sunday in April 2019,  killing 259 people. In the process, his Sri Lanka Podujana Peramuna (SLPP) gained two thirds majority support in the parliament, decimating the badly split main opposition - United National Party (UNP).  He minced no words to proclaim a unified Sri Lanka was for the Buddhist majority, who voted him to office, where Tamils and Muslims can live amicably. The die was cast to create him as a modern day Duttagemunu, set to restore the majoritarian pride and ensure a safe and secure country for the Buddhists.

 

President Rajapaksa used his political strength to regain the powers the executive presidency by pushing through the 19th amendment to the Constitution. Within two months in office, he ensured the three Rajapaksa brothers, between them, controlled the ministries of defence, public security, finance, economy and policy development, Buddhasasana and cultural and religious affairs, urban development, water supply and residential facilities. His lack of trust in political leaders came out loud and clear, with creation of a super cabinet of sorts, packed with trusted military veterans and expert bureaucrats to oversee the government ministries performance.

 

The President halted the investigative agencies, like the CID and the Financial Crimes Investigation Division (FCID), which were investigating a number of criminal cases involving the Rajapaksas and military intelligence and naval personnel. Senior officers of these agencies actively working on these cases were hounded out. His Special Presidential Commission (SPC) constituted to probe those responsible for falsely implicating people has recently submitted its report.

 

It is clear that under President Rajapaksa’s dispensation, we have a highly centralised government, with strong military overtones, run on Sinhala Buddhist religious and cultural ethos. Only the President’s writ runs and the rule of law has become a dictated one. This has proclaimed death knell for minority political aspirations for an equitable society. They fear even the few measures taken by the earlier governments to meet some of their aspirations are likely to be undone. The delay in holding provincial council (PC) elections, periodic threat to repeal 13th amendment that created the PC, repeated calls for changing the electoral system, delay in drafting a new constitution and the witch hunting of Muslims by fringe elements in administration and ruling parties are a few examples justifying minority fears. The latest in this series is the administration’s callous refusal to allow burial of Covid victims from Muslim community, as required by Islam, on specious health grounds.

 

The leaders of the badly mauled opposition parties, including Tamil and Muslim minority leaders, are equally guilty for this state of affairs. They should stop looking over the shoulder for external powers, to bail them out of their inability resolve their problems. They are neither united internally, nor networked externally, to evolve a game plan to provide an alternative agenda for the people.

 

President Rajapaksa continues to enjoy unmatched popularity and majority support in parliament. With total control of the government machinery in his hands, he had a great opportunity in 2020 to embark upon resolving long standing national issues stymieing the growth and development. These included ethnic reconciliation, restructuring democratic governance, removing human rights aberrations and restoring rule of law.  Unfortunately, he spent the year in strengthening his position and pandering to those, who politically supported him. He needs to recast his agenda on a broader national format.

 

Otherwise, President Rajapaksa is likely to spend 2021 in trying to manage the fall out of his flawed priorities. In the increasingly networked world, these issues are inextricably woven in Sri Lanka’s in external relations, as much as in internal relations. We can expect Sri Lanka to come under immense pressure in managing the strategic security polemics in the Indo-Pacific region, as China is expected increase its aggressive economic and military muscle flexing, during 2021. This is likely to further constrict President Rajapaksa’s space to do tight rope walking to further Sri Lanka’s national priorities.

 

His agenda should be to build a national consensus for a positive action plan for the year. It should include ethnic reconciliation, restructuring democratic governance, removing human rights aberrations and restoring rule of law. These issues are required to be resolved, because he appears to be the only leader capable to doing it at present. This casts a leadership burden on him, not to satisfy is any external power, but to be known as the true achiever, beyond winning wars.  Will he? The coming year only can tell.

Without Oli in power, China risks losing influence in Nepal, says Strategic Affairs Expert

Under Nepal's Prime Minister KP Sharma Oli, economic and defence ties between Kathmandu and Beijing have prospered significantly. Ahead of a visit by Chinese President Xi Jinping to Nepal last year, the ruling Communist parties in Beijing and Kathmandu signed a pact to enhance "fraternal ties".

As China rushed senior officials from the Communist Party to negotiate a truce between the warring factions of the Nepali Communist Party on Sunday, an Indian strategic affairs analyst has told Sputnik that keeping Prime Minister Khadga Prasad Sharma Oli in power in Kathmandu is in Beijing's interest.

"He [Oli] had been cosying up with China at many levels, which has caused concern for politicians across the spectrum, as they felt it was ill-timed and unnecessarily provocative to India, when it [India] was confronting the Chinese on its borders", states Colonel (retired) Ramani Hariharan, a former military intelligence specialist with the Indian Army and currently a member of the Chennai Centre for Chinese Studies.

"So without Oli in power as PM, China's influence is likely to be scaled down", explains Hariharan.

Hariharan points out that former prime minister and head of the ruling Communist Party Pushpa Kumar Dahal Prachanda was now directly threatening PM Oli's grip on the party and power.

"It should not be forgotten that Oli's bete noire, Prachanda, who played [a role] in bringing the constitutional impasse to an end, is no longer in coalition with Oli. This will affect Oli's electoral fortunes", underlines Hariharan, referring to Prachanda's efforts in forging a consensus on the new Constitution among rival factions.

On Sunday, a four-member Chinese delegation led by Guo Yezhou, the vice minister of the International Department of the Communist Party of China, landed in Kathmandu amid the ongoing political war within the Nepali Communist Party. 

According to the English daily, The Kathmandu Post, Yezhou's delegation held meetings with Nepal's President Bidya Devi Bhandari and PM Oli on Sunday evening.

All Eyes on China, India as Nepal's Ruling Communist Party Heads for a Split

The meetings between Chinese officials and Nepali political leadership followed reported consultations between Chinese Ambassador to Kathmandu Hou Yanqi and President Bhandari last week, per a news report. 

Yanqi had earlier this year also reportedly tried to broker a truce between Prachanda and PM Oli through a series of discussions. The meetings between the Chinese envoy and Nepali leaders had raised suspicions in New Delhi, which was last year replaced by Beijing as the top investor in Nepal.

Xi Jinping last year became the first Chinese president to visit Kathmandu in over two decades, a visit focused on enhancing connectivity between the two nations. Besides hailing the construction of the Trans-Himalayan Multi Dimensional Connectivity Network, a part of Beijing's One Belt One Road (OBOR) initiative, during his visit, Xi also pledged an investment of $500 million for repairing a crucial road damaged during the 2015 earthquake.

The push for forging greater connectivity between China and Nepal has been viewed by analysts as a strategy to reduce the land-locked Himalayan country's economic reliance on New Delhi.

The warming of ties between Nepal and China have coincided with deteriorating relations between New Delhi and Kathmandu, in the wake of a border row triggered by India inaugurating a road to a Hindu holy site in the Tibet Autonomous Region. While Nepal claims the road passes through its territory, New Delhi maintains the area in question is under its control. 

"Oli's action [to dissolve the House of Representatives] follows a series of proactive initiatives from India, starting with a visit by India's external intelligence chief, army chief, and foreign secretary to Kathmandu and an official level meeting between the two sides, perhaps to tone down Nepal's high decibel actions over the border dispute", notes Hariharan, highlighting the ongoing efforts by New Delhi to resolve the border row

Political Crisis in Nepal

Oli's decision on 20 December to dissolve the House of Representatives and his subsequent suggestion to hold a two-phase snap election on 30 April and 10 May has been sanctioned by President Bhandari.

Opposition parties and even some within the ruling outfit in the strategically-located Himalayan country, however, have described Oli's move as being unconstitutional. For instance, former Prime Minister Baburam Bhattarai has termed Oli's move as a "blot" on the nation's democracy.

The Standing Committee of the Nepal Communist Party, which is officially headed by Oli's intra-party rival Pushpa Kumar Dahal Prachanda, also issued a notice to the PM last week and threatened him and his supporters with expulsion over his recent decisions.

After more than a dozen petitions were filed with the Supreme Court against Oli's 20 December call, the country's top judicial institution issued a show-cause notice to Oli last week and sought an explanation from the 68-year-old politician.

இருமுனைப் போருக்கு தயாராகும் சீன-பாகிஸ்தான் கூட்டணி

சீன-பாகிஸ்தான் உறவை, இரு நாட்டு தலைவர்களும் வழக்கமாக “இமயத்தை விட உயரமானது, கடலை விட ஆழமானது“ என்று வர்ணிப்பார்கள். தற்போது, சீன-பாகிஸ்தான் உறவுகள் வளரும் வேகத்தைப் பார்த்தால், அவை, மேலும் புதிய இமய உச்சியையும், கடல் ஆழத்தையும் எட்டிவிடும் சூழ்நிலையை நெருங்குவது தெரிகிறது . 

 

சீன அதிபர் ஷீ ஜின்பிங் 2013ல், சீனாவை ஆசிய, ஐரோப்பிய, ஆப்பிரிக்க  நாடுகளுடன் இணைக்கும் "21ம் நூற்றாண்டின் சில்க் ரோடு" என்று கூறப்படும் பல்முனை கட்டமைப்பு திட்டத்தை துவக்கிய பின்பு, அதன் வெற்றிக்கு பாகிஸ்தான் இன்றியமையாத அங்கமாக மாறியுள்ளது. ஆகவே, இரு தரப்பும் சீன-பாக் நல்லுறவை மேலும் தொடர்ந்து வலுப்படுத்தி வருகின்றன. இந்த திட்டத்தினால், இருநாடுகளின் பாதுகாப்பு சித்தாந்தத்தின் அடிப்படையான "இந்திய எதிர்ப்பு" என்ற குறிக்கோள், மேலும் பலமடைந்துள்ளது. அதனால், சீன-பாகிஸ்தான் போர்ப்படைகள் இந்தியாவை எதிர்த்து ஒருங்கிணைந்து, ஒரே சமயத்தில் இருமுனைப் போரை நடத்தும் முயற்சி மேலும் எளிதாகி வருகிறது. பாகிஸ்தானில் உருவாகும், சில்க் ரோடின் அங்கமான, சி. பி. இ. சி ("சீன, பாகிஸ்தான் பொருளாதரப் பாதை" ) திட்டம், சீன மற்றும் பாகிஸ்தான் படைகள் இந்தியாவை எதிர்த்து இரு போர்முனைகளிலும் ஒன்றாக செயல்படும் அபாயத்தை அதிகரித்துள்ளன.

 

இந்தியா, சீனாவின் சில்க் ரோடு திட்டத்தில் சேர திட்ட வட்டமாக மறுத்த பின்பு, பாகிஸ்தான் மற்றும் சீனாவின் செயல்பாடுகளில், இந்திய எதிர்ப்பு மேலும் வெளிப்படையாகவே வெளியாகிறது. அதன் ஒரு உருவகமே, தற்போது கிழக்கு லடாக் எல்லையில் இந்திய-சீன ராணுவங்களிடையே நிலவும் பதட்ட நிலையாகும். பாகிஸ்தான் காஷ்மீர் எல்லையில் தொடர்ந்து, பாக் தீவிரவாதிகள் ஊடுருவலை உசுப்பி விடவும், உலக அளவில் பாகிஸ்தான் தொடுத்துள்ள இந்திய எதிர்ப்பு பிரசாரத்தை அதிகரிக்கவும், சீனா இந்தியாவுக்கு கொடுக்கும் போர்முனை அழுத்தம், மேலும் பாகிஸ்தானை ஊக்குவித்துள்ளது. 

 

கடந்த நாற்பது ஆண்டுகளில், சீனா, பாகிஸ்தான் ராணுவ வலிமையை பல்வேறு விதங்களில் வலுவாக்கியுள்ளது. முக்கியமாக அணு ஆயுதம், ஏவுகணைகள் மற்றும் போர் விமானங்கள் ஆகியவற்றை பாகிஸ்தானில் உற்பத்தி செய்வதில் சீனாவின் பங்கு இன்றியமையாததாகும். சில ஆண்டுகளாக, சீனாவின் ஆதிக்க ஆளுமைகளால்,  தெற்காசிய மற்றும் இந்தியப் பெருங்கடல் பகுதிகளில் பாதுகாப்பு சூழ்நிலை மாறி வருகிறது. அதை சமாளிக்க, இந்திய-அமெரிக்க பாதுகாப்பு உறவுகள் தொடர்ந்து வலுவாகி வருகின்றன. அதற்கேற்ப, சீன-பாக் பாதுகாப்பு உறவுகளின் நெருக்கமும் அதிகமாகி வருகிறது. 

 

ஆகவே, இந்தியா, வளர்ந்து வரும் சீன-பாக் உறவுகளை, முக்கியமாக பாதுகாப்பு உறவை, தொடர்ந்து கவனத்துடன் கண்காணித்து வருகிறது. சீனாவின் கை பாகிஸ்தானில் ஓங்குவதை, சீனாவின் தேவைகளுக்கு ஏற்ப, பாகிஸ்தான் ஆட்சியாளர்கள் பல உள்நாட்டு மாற்றங்களை செய்து வருவது காட்டுகிறது. உதாரணமாக, சீனா, பாகிஸ்தானில் பெரும் பணம் புழங்கும் சி.பி.இ.சி திட்டத்தின் செயல்பாடுகளில் பல குறைபாடுகள் நிலவுவதாக அதிருப்தி தெரிவித்தது. உடனே, பிரதமர் இம்ரான் கான், தனது வலது கரமாக ஆலோசனையாளராக செயல்பட்டு வந்த, முன்னாள் ராணுவ உயர் அதிகாரியான, லெப்டினென்ட் ஜெனரல் அசிம் சலீம் பாஜ்வா-வை சி. பி. இ. சி செயலாக்க கட்டமைப்பின் தலைவராக நியமித்தார். ஏற்கனவே, ஊடகங்களில் பாஜ்வா பல பொருளாதார ஊழல்களில் ஈடுபட்டுள்ள செய்திகள் வந்தது, வேறு விஷயம்! அது போலவே, சீனாவின் விருப்பத்துக்கு இணங்க, பாகிஸ்தான் ஆக்கிரமப்பில் உள்ள, காஷ்மீரின் அங்கமான கில்கிட்-பால்டிஸ்தான் பகுதியை, அரசு ஒரு தாற்காலிக மாநிலமாக மாற்றியுள்ளது. இந்தப் பகுதி வழியாகவே, இருநாடுகளையும் இணைக்கும் காரகோரம் பெருவழிச்சாலை செல்கிறது குறிப்பிடத்தக்கது. 

 

இத்தகைய சூழ்நிலையில், சீனாவின் பாதுக்காப்பு அமைச்சர் ஜெனரல் வேய் ஃபெங்-கே நவம்பர் மாதக் கடைசியில், தனது நேபாளப் பயணத்தை முடித்துக் கொண்டு, பாகிஸ்தான் பயணத்தை மேற் கொண்டது குறிப்பிடத்தக்கது. சீன அமைச்சர் சீன-பாக் நல்லுறவை வளர்க்க செய்த சேவையை பாராட்டி, பாகிஸ்தான் அதிபர் டாக்டர் அரீப் ஆல்வி, அவருக்கு நிஷான்-ஏ-இம்தியாஸ் (உயர்) என்ற உயரிய பட்டத்தை அளித்து கௌரவித்தார். ஜெனரல் வேய் ஃபெங்-கே, பாக் ராணுவத் தலைவர் ஜெனரல் பாஜ்வாவை சந்தித்து, புதிய சீன-பாகிஸ்தான் பாதுகாப்பு ஒப்பந்தம் ஒன்றில் கையெழுத்திட்டார். அப்போது, இருவரும் பிராந்திய பாதுகாப்புக்கான தங்கள் நாடுகளின் கருத்துக்களை பகிர்ந்து கொண்டு, அதை மேலும் வலுப்படுத்த ஆலோசனை மேற்கொண்டதாக பாக் ராணுவ செய்திகள் கூறின. 

 

தற்போது இந்திய எல்லையின் அருகே, சீனா-பாகிஸ்தான்  விமானப்படை விமானங்களும், படை வீரர்களும்  தமது ஒருங்கிணைந்து செயல்படும் திறனை அதிகரிக்க, "ஷாஹீன்-9" என்ற விமானப் போர் பயிற்சி டிசம்பர் 9ந் தேதி துவங்கியது. பாகிஸ்தானில் சிந்து மாநிலத்தில் உள்ள பொலாரி விமானப்படை தளத்தில் ஆரம்பித்த  இந்தப் பயிற்சி, டிசம்பர் கடைசி வரை நீடிக்கும். பயிற்சியின் ஆரம்ப நிகழ்ச்சியில், சீன விமானப்படையின் உப தலைவர் மேஜர் ஜெனரல் சுன் ஹாங், மற்றும் பாகிஸ்தான் விமானப்படை (போர்முறை) உதவித் தலைவர் ஏர் வைஸ் மார்ஷல் அஹமத் சுலேரி பங்கு பெற்றனர். அப்போது, பயிற்சியின் குறிக்கோளைக் குறித்து பேசிய சுலேரி, பொதுப்படையாக இரு தரப்பு படைகளும் ஒருங்கிணைந்து செயல்படும் திறனை அதிகரிக்கவும், மற்றும் நல்லிணக்கத்தை வளர்க்கவும் அது உதவும் என்று கூறினார். ஆனால், சீன ஜெனரல் இந்தப் பயிற்சி போர் முனை செயல்  திறனை அதிகரிக்கும் என்று கூறியது குறிப்பிடத்தக்கது.

 

இரு நாடுகளுக்கும் உள்ள நெருங்கிய பாதுகாப்பு உறவுகளை மேலும் பலப்படுத்த,  இரு நாட்டு விமானப்படைகளும் 2011ம் ஆண்டிலிருந்து, இத்தகைய கூட்டுப் பயிற்சியை நடத்தி வருகின்றன. இருந்தாலும், தற்போது இந்திய-சீன எல்லையில் எட்டு மாதங்களாக தொடரும் பதட்டமான பாதுகாப்பு சூழ்நிலையில்,  இந்த ஆண்டு நடக்கும் பயிற்சி முக்கியமானதாகும். ஏனெனில், 2019ம் ஆண்டு பிப்ரவரி 26ல், இந்திய போர் விமானங்கள் பாகிஸ்தானுக்குள் ஊடுருவி, பல நூறு கிலோமீட்டர் எதிர்ப்பு ஏதும் இல்லாாமல் பறந்து சென்று, பாலாகோட் என்ற இடத்தில் உள்ள தீவிரவாதிகளின் பயிற்சி கேந்திரத்தின் மீது திடீர் தாக்குதல் நடத்தி இழப்பு ஏதும் இல்லாமல் திரும்பின. இந்த சம்பவம், பாகிஸ்தானுக்கு பெரும் கலக்கத்தை ஏற்படுத்தியது தெரிந்ததே. அந்த கலக்கத்தைப் போக்க, சீனாா பல்வேறு முயற்சிகளை தொடர்ந்து மேற்கொண்டு வருகின்றது. 

 

 

இந்த கூட்டுப் பயிற்சியில் எந்த ரக விமானங்கள் பங்கு பெறுகின்றன என்று அதிகாரப்பூர்வமாக அறிவிக்கப்படவில்லை. இருந்தாலும், சீனவின் 4ம் தலைமுறை போர் விமானங்களான ஷென்யாங் ஜே-11, பல வித போருக்கான செங்டூ ஜே-10, ஊடுருவலைத் தடுக்கக்கூடிய செங்டூ ஜே-7 ஆகியவற்றைத் தவிர, சீன-பாகிஸ்தான் கூட்டு முயற்சியில் உருவாக்கப் படும் ஜே-17 ‘தண்டர்’ போர் விமானமும் பங்கு பெறும் என்று எதிர்பார்க்கப் படுகிறது. ஒரு ஊடகச் செய்தியின்படி, இதுவரை நடந்த விமான கூட்டுப் பயிற்சிகளில், இந்த முறை நடப்பது மிகவும் சிக்கலானதும், முக்கியமானதாகவும் ஆகும். ஒட்டு மொத்தமாக, 50 போர் விமானங்கள் பயிற்சியில் பங்கு பெறலாம் என்று எதிர்பார்க்கப்படுகிறது.

 

இந்தியா டுடே-வின் செய்தி பொலாரி பாகிஸ்தானின் எப்-16 போர் விமானங்களின் தளமானாலும், இந்த கூட்டுப் பயிற்சியில் அவை ஈடுபடுத்தப்படவில்லை என்பதை சுட்டிக் காட்டுகிறது. இதற்கு முக்கிய காரணம், பாகிஸ்தான் எப்-16 போர்விமானங்களை அமெரிக்காவின் பொருளுதவியடன் வாங்கியதாகும்.  ஆகவேதான், அந்த போர் விமானங்களை, சீனாவடன்

 நடத்தும் பயிற்சியில் ஈடுபடுத்தி, அமெரிக்கா விதித்துள்ள கட்டுப்பாடுகளை மீறுவதற்கு பாகிஸ்தான் தயக்கம் காட்டுகிறது என்று கூறப்படுகிறது. இது, சீனாவுடன் எவ்வளவுதான் பாதுகாப்பு ஒத்துழைப்பு அளித்தாலும், பாகிஸ்தான் அமெரிக்காவை முழுவதுமாக பகைத்துக் கொள்ள விரும்பவில்லை என்பதைக்  காட்டுகிறது என்பது ஊடகவியலாளர்கள் கருத்து.

 

ஆகவே, இந்தியா அமெரிக்காவுடன் நான்கு பாதுகாப்பு ஒப்பந்தங்களில் கையொப்பமிட்டு, இந்திய-அமெரிக்க பாதுகாப்பு உறவுகளை திடப்படுத்தியுள்ள போது, சீனவும், பாகிஸ்தானும் இருமுனைப் போரை நடத்துவது என்பது எளிதல்ல. அதற்கான, பாதுகாப்பு அழுத்தங்கள் அந்த இருநாடுகாளுக்கும், இன்னமும் ஏற்படவில்லை என்றே தோன்றுகிறது.

 

ஆனால், அதற்கான சூழ்நிலை உருவானால், இரு நாடுகளும் இருமுனைத் தாக்குதலை நடத்த தயங்கமாட்டார்கள் என்பதை, சீனாவும் பாகிஸ்தானும் இதுவரை எடுத்துள்ள கூட்டுப் பாதுகாப்பு முயற்சிகள் காட்டுகின்றன. 

 

அத்தகைய இரு முனைத் தாக்குதலை, இந்தியா எவ்வாறு எதிர் கொள்ளலாம் என்பதை, இன்னொரு கட்டுரையில் ஆராயலாம்.

Caught by Surprise

 For the first time, Indian troops have gained strategic advantage in eastern Ladakh and dislodged China from there. But in order to understand the country, we should see how it is shaping under Xi Jinping.

Indian troops have brought Kailash range in eastern Ladakh under their operational control by occupying heights and thereby dislocated Chinese plans to grab territory to gain strategic advantage. For the first time, India has gained tactical advantage to disrupt any Chinese military adventure in the region.

This unexpected move by India, which had generally been bending backwards not to provoke China, has probably caught PLA troops by surprise. But the Chinese leadership had probably factored this while assessing the strategic reset of the Indo-Pacific security scene after the Quad Alliance gained more traction.

This was evident when Chinese President Xi Jinping addressed PLA members of the National People’s Congress on May 26, 2020. According to Xinhua, Xi “ordered the military to be prepared for the worst case scenario, scale up and promptly and effectively deal with all sorts of complex situations and resolutely safeguard national sovereignty, security and development interests”.

Xi’s utter disregard for India’s sensitivity after 20 Indian troops were killed in an unarmed skirmish with intruding Chinese troops at Galwan on June 15 triggered widespread anti-China sentiments among Indians. This added to the urgency of the government to rework its China strategy. India’s burgeoning new China narrative was evident in the operations to secure the Kailash range. It was also probably a moment of truth for Prime Minister Narendra Modi; during the last five years, he made relentless efforts to build a win-win relationship with China, but to little avail.

Harsh winter has set in in the 14,000-ft mountainous terrain in the operational areas of Ladakh. Temperatures are rapidly plummetting and have gone below -14 degrees Celsius. Thus, nature has forced what seven rounds of high-level military commanders of India and China could not achieve usher in uneasy peace along the unclear contours of the Line of Actual Control (LAC). In such hostile environment, chances of yet another military clash are remote. It would be foolhardy for any army to opt for war when extreme weather imposes high costs and restricts optimal performance of men and material.

This leaves the PLA with no prudent option to dislodge the Indians. So it has launched a propaganda blitz with a lot of doublespeak and military muscle flexing, using Chinese Communist Party (CCP) tabloids and social media. While the “no war-no peace” impasse continues, troops on both sides are preparing to fight their deadly common enemy the weather.

India’s “band aid” coping strategy for military emergencies in Ladakh was, similar to, what was done while confronting Pakistani intruders in Kargil. The band aid technique makes up for long-standing deficiencies of arms and equipment essential to wage war, with hurried purchases to ward off operational crises. In Kargil, shortage of artillery ammunition for Bofors guns was made up with emergency imports from overseas.

The narrative has not changed much, though three defence ministers have changed in the last seven years. Of course, there has been some progress; we have overcome decade long deficiencies in artillery guns. Indian made guns, with capability surpassing the Bofors, have been deployed. But, we had flown in more Rafael fighters from France to add muscle to our depleted fighter squadrons.

The Ministry of Defence has dusted off long-pending orders for military equipment, including basic weapons like small arms, for procurement. Not to be sidelined, DRDO showcased its achievements in developing and testing prototypes of much delayed armament. There was some justifiable chest thumping in the media about the army’s prowess in fighting in high altitude conditions. But in the informatised battlefield of the 21st century, fire power improves the odds. But for a change, the government seems to be thinking beyond the usual media rhetoric.

It was heart-warming to see the national leadership giving some serious thought to evolve a holistic China strategy beyond military and diplomatic options. Some visible measures have been taken, including removing many Chinese mobile apps considered risky. The government has started scrutinising Chinese involvement in India’s trade and commerce, with a security perspective. Some TV anchors immediately went into overdrive, talking of even retaking Aksai Chin. They seem to have not noticed the state of our defence readiness to defend existing assets. Nothing illustrates this than rushing to procure 12,000 sets of extreme cold clothing from the US for troops in Ladakh. This is after deploying them for 36 years in equally inhospitable environment.

The moot point is that we are in for the long haul. We need to strategise where to go from here. We have barely touched the fringe of national policy making on China, waking up suddenly from decades of strategic complacency, after failing to develop a strategic vision. The new normal is likely to be grim our largest northern neighbour in collusion with our most paranoid western neighbour, applying strategic pressure in many ways. Are we ready for it? That is the big question.

We need to gear up the country to think as a nation to preserve our national interests. It is disheartening for the people, particularly in border areas, to see the lack of political unity on national security issues. We find this is a “democratic malady”, affecting not only India, but other frontline nations like the US which flaunt their democratic credentials.

Perhaps this is due to a lack of understanding of how China is shaping up under President Xi Jinping, hailed as the “Great Helmsman”, an honour the party has conferred only on Mao Zedong. He has departed from the practice of collective leadership adopted by his post-Mao predecessors. Instead, he has created Central Leading Groups, described as supra ministerial steering committees. His rise to the top of the party hierarchy has led to him being hailed as Xi Dada (Uncle Xi).

President Xi’s political thoughts have been incorporated in the state and CCP constitutions. They guide the country’s quest to realise the Chinese Dream. In 2013, the Third Plenum created the National Security Commission of the CCP to help Xi consolidate his control of national security. There should be no doubt that China is guided by an authoritarian leader, with full control over the three limbs of the country - the party, the government and the PLA. The constitutional amendments carried out have removed term limits on his continuation in power. 

Unless Xi’s personality and the changes he has brought out are understood, it will be difficult to evolve a realistic China strategy.

The US State Department of Defence in a recent report titled “The Elements of the China Challenge” has unravelled the dimensions of challenges posed by China. It says that “few discern the pattern in China’s inroads within every region of the world, much less the specific form of dominance to which the party [CCP] aspires”.

The report states that the CCP “aims not merely at pre-eminence within the established world order an order that is grounded in free and sovereign states…. but to fundamentally revise world order”, placing the People’s Republic of China at the centre to serve its authoritarian and hegemonic goals.

Beijing’s unfolding actions of flexing its military muscles in the South China Sea to enforce its claim over it, raising threats against Taiwan to a shrill pitch, challenging the presence of US naval planes and warships and brow-beating smaller ASEAN powers, are testimony to its authoritarian conduct.

If we go by past experience, India will slide into slow motion in crafting a new China policy. But, it would be folly to do so and wait for policy implementation. We need to impart urgency in our thought process and evolve a policy to suit, not only our national interest, but also take advantage of the Indo-Pacific strategic dynamics, to add to our strength. Otherwise, the nation is likely to pay a very high price.

லடாக் எல்லையில் இந்திய-சீன ராணுவப் பதட்ட நிலை எளிதில் தீராது

கிழக்கு லடாக் எல்லைப் பகுதியில்,  தற்போது நிலவும் (-)10 டிகிரிக்கும் குறைவான பயங்கர குளிரில், நேருக்கு நேராக போருக்கான தயார் நிலையில், இந்திய சீன ராணுவப்படைகள் நிற்கின்றன.  இருந்தாலும் அங்கே இருதரப்பு படைகளும் எதிர் கொள்ளம் மிகப் பெரும் ஒரே எதிரி இயற்கையே. அங்கு நிலவும் பயங்கர குளிரும், 14,000 அடிக்கு மேலான மலைப் பகுதிகளில்,  பிராணவாயு குறைவால், ஏற்படும் வீரர்களுக்கு உயிரைக் குடிக்கக்கூடிய மூச்சை முட்டும் சூழ்நிலையும், போரைவிட மிகப் பெரும் பாதிப்பை ஏற்படுத்தக்கூடியவை.

 

இத்தகைய, கொடூரமான சுற்றுப்புறச் சூழ்நிலையில், போர் கருவிகளும், விமானங்களும், ஆயுதங்களும், ஏன் சொல்லப் போனால் போர் வீரர்கள்கூட,  முழுத்திறனுடன் செயல் படுவதில்லை. இப்படி இருந்த போதிலும், பேச்சுவார்த்தைகள் மூலம் இருநாடுகளும் ஒரு சுமூகமான முடிவெடுத்து, எல்லையில் போர் மூளக்கூடிய பதட்ட நிலையைக் குறைக்க, படைகளைக் குறைப்பார்கள் என்ற எதிர்பார்ப்பு விடைகாணாத கேள்விக் குறியாகவே தொடர்கிறது.

 

இந்திய-சீன ராணுவங்களின் உயர் மட்டத் தலைவர்கள் பதட்ட நிலையைத் தவிர்க்க, ஜூன் 6ம் தேதி நடத்திய முதல் நேரடி பேச்சுவார்த்தைக்குப் பின்பு, கடைசியாக நவம்பர் 7ம் தேதியன்று எட்டாவது முறையாக சந்தித்தார்கள். செப்டம்பர் 4 மற்றும் 10 ஆகிய தேதிகளில், மாஸ்கோவில் இரு நாடுகளும் அமைச்சரளவில் தொடர் கலந்துரையாடல்கள் நடத்தின. இந்திய பாதுகாப்பு அமைச்சர் ராஜ்நாத் சிங், மற்றும் வெளிவிவகார அமைச்சர் எஸ்.ஜெய்சங்கர் ஆகியோர், சீனத் தரப்பு அமைச்சர்களை சந்தித்தனர். பதட்ட நிலையைக் குறைக்க ஐந்து அம்ச திட்டம் ஒன்று வெளியிடப்பட்டது. ஆனால், படைக்குவிப்பை மேலும் அதிகரிக்க வேண்டாம் என்ற ஒப்புதல் தவிற, மற்ற எந்த அம்சமும் இதுவரை நிறைவேற்றப் படவில்லை. 

 

செப்டம்பர் 21ம் தேதி நடந்த, ஆறாவது சுற்று ராணுவப் பேச்சுவார்த்தைக்குப் பின்னர், இரு தரப்பினரும் முன்னணி நிலைகளில் மேலும் படைகளைக் குவிப்பதை தவிர்க்கவும், எல்.ஐ.சி என்று கூறப்படும் நடைமுறை எல்லைக் கட்டுப்பாட்டுக் கோட்டை ஒருதலைப் பட்சமாக மாற்றுவதைத் தவிர்க்கவும், இருதரப்பும் ஒப்புக்கொண்டனர். இருந்தாலும், எட்டாவது முறை பேச்சு வார்த்தை நடக்கும் போது, இரு தரப்பும் எல்லையில் படைக் குறைப்புக்கான நெறிமுறைகளை வகுப்பார்கள் என்ற எதிர்பார்ப்பு நிலவியது. ஆனால், அதற்கு மாறாக ராணுவ அளவிலான பேச்சுவார்த்தைகள் தற்போது முடக்கப்பட்டுள்ளன. இரு ராணுவங்களின் உயர் மட்ட தலைவர்களும் ஹாட்லைன் என்று கூறப்படும் நேரடி தொலைபேசி வழியாக மேற் கொண்ட பேச்சுவார்த்தைகளில், இதுவரை, புதிய சுற்று பேச்சுவார்த்தைக்கான தேதிகள் எதுவும் குறிப்பிடப்படவில்லை என்று தெரிகிறது.

 

ஏன் ராணுவப் பேச்சுவார்த்தைகளில் தேக்க நிலை தொடர்கிறது?

 

இதற்கு, மிகவும் முக்கிய காரணம், இந்தியப் படைகள் எல்லையில்  சீன ஊடுருவலைத் தவிர்க்கவும்,  தனது போர் நிலைகளை பலப்படத்தவும், ஆகஸ்ட்  29-30ந் தேதி இரவன்று,  பங்காங் ட்சோ வடக்கு-தெற்கு எல்லையில் உள்ள மலை உச்சிகளை ஆக்கிரமித்தது. அந்த முயற்சியால், சீனப் படைகள் ஊடுருவ உபயோகித்து வந்த  ஸ்பங்கூர் ஏரியின் தெற்குக் கரை வழி, தற்போது இந்தியப் படைகளின் நேரடியான ஆளுமையின் கீழ் வந்துள்ளது. இந்தியப் படைகளும், பீரங்கிகளும், ஸ்பங்கூர் பாதைவழியாக வரும் சீனப் படைகளையும், போர்நிலை வியூகங்களையும், குண்டு வீசித் தகர்க்கும் நிலையில் ஆதிக்கம் செலுத்துகின்றன. இந்தப் பாதை, சீன மாநிலங்களான திபெத்-ஜின்ஜியாங் எல்லையை அடைவதற்கான முக்கியமான வழியாகும். தற்போதைய நிலையில், இந்தியப் படைகள் ரிஜாங் லா-ரெசின் லா மலை உச்சிகள் வழியாக, இந்த இரு மாநிலங்களை இணைக்கும் எல்லைப் பாதையின் மீது தாக்குதல் தொடுக்க முடியும் நிலையில் உள்ளன. 

 

இத்தகைய, இந்தியப் படைநிலை மாறுபாடுகளால்,  லடாக்கில் உள்ள சீன ராணுவம் கலக்கத்தில் ஆழ்ந்துள்ளது. இத்தகைய பாதுகாப்பற்ற சூழ்நிலையிலிருந்து, போர்நடத்தமால் தன்னை விடுபடுத்திக் கொள்ள, சீனா இரண்டு உத்திகளை மேற் கொண்டுள்ளது. ஒன்று, தொடரும் பேச்சுவார்த்தைகள் மூலம் இந்தியப் படைகள் ஆகஸ்டு மாதம் ஆக்கிரமித்துள்ள மலை உச்சிகளிலிருந்து படைகளை நீக்கி, ஜூன் 5ந் தேதி கல்வான் தாக்குதலுக்கு முன்பிருந்த எல்லைக் கேட்டு நிலைக்கு இருதரப்பும் திரும்புவது. இதற்கு, இந்தியா இதுவரை ஒப்புதல் தெரிவிக்கவில்லை, ஏனெனில் பங்காங் ட்சோ பகுதியில் இந்தியப் படைகள் வசம் உள்ள மலை உச்சிகளிலிருந்து படை நீக்கம் செய்தால், அவற்றை சீனா மீண்டும் ஆக்கிரமிக்காது என்பதில் இந்தியாவுக்கு நம்பிக்கை இல்லை.

 

 இந்திய-சீன உறவில் ஏற்பட்டுள்ள இந்த மாபெரும் திருப்பத்தை, பாதுகாப்பு துறை அமைச்சர் ராஜ்நாத் சிங் பாராளுமன்றத்தில் செப்டம்பர் 15ம் தேதி அன்று நிகழ்த்திய தனது பேச்சில் தெளிவாக எடுத்துக் கூறினார். அதன்படி, சீனா லடாக் எல்லையில் எடுத்துள்ள ஆக்கிரமிப்பு முயற்சிகளை கைவிடும் வரை, இந்தியா அவற்றை நீக்க எடுத்துள்ள ராணுவ முயற்சிகளில் மாற்றம் இருக்காது என்று கூறினார். 

 

இரண்டாவது உத்தியாக, சீனா ஸ்பங்கூர் ஏரியின் தென்கரைப் பாதையைத் தவிர்த்து,  சீன ராணுவத்தின் உபயோகத்திற்கு இன்னொரு பாதையை உருவாக்கி வருகிறது. இந்த முயற்சி முடியும் வரை சீனா பேச்சு வார்த்தை என்ற தொடர்ந்து கூறிக்கொண்டிருக்கும்.  

 

இத்தகைய இழுபறியான சூழ்நிலையில், இரு ராணுவப் படைகளும் பயங்கர குளிரிலிருந்து தங்களையும், தமது ராணுவ உடமைகளையும் பாதுகாக்கத் தேவையான உணவுப் பொருட்கள், உடுப்புக்கள், உபகரணங்கள் ஆகியவற்றை குவித்துள்ளன. பாதுகாப்பான வசிக்கும் இடங்கள், போரின் தேவைக்கான ஆஸ்பத்திரிகள் ஆகியவற்றை எல்லைப் பகுதியில் உண்டாக்கியுள்ளன.

 

அவை, அவர்கள் தொடர்ந்து எல்லைப் பகுதியில் நிலை கொள்வதற்கான முயற்சியே என்று தோன்றுகிறது. அப்படி இருந்த போதிலும், இந்திய அரசுத் தரப்பில் பேச்சுவார்த்தை தொடரும் என்ற எதிர்பார்ப்பு நீடிக்கிறது. இதன் காரணம்,  அரசு சீனாவுடன் மேற் கொண்டு வரும் அரசியல்  மற்றும் ராஜதந்திர தொடர்புகளே என்று நம்பலாம்.  இது, போரைத் தவிர்த்தி இரு நாடுகளுக்கும் இடையே ஏற்பட்டுள்ள புகைச்சலைத் தீர்த்து, உறவின் வருங்காலத்தை நிர்ணயிக்க கூடிய முடியும் என்பதில் இந்தியாவுக்கு இன்னமும் நம்பிக்கை இருக்கிறது என்பதைக் காட்டுகிறது. 

 

ஹிந்துஸ்தான் டைம்ஸ் பிரசுரித்துள்ள கருத்தின் படி, லடாக் எல்லைக் கோட்டில் அடங்கியுள்ள 12 வேறுபாடுள்ள இடங்களில்,  சமர் லுங்பா, டெம்சோக், சூமார் உள்ளிட்ட  ஆறு இடங்களை சீனா ஆக்கிரமிக்க முயற்சிக்கலாம் என்று ராணுவம் தயாராக இருப்பதாக எச்சரித்துள்ளது. இந்தப் பிரச்சினை லடாக் எல்லையில் தீரவேண்டுமானால், இரு தரப்பு நிபுணர்கள் லடாக் எல்லை பேச்சுவார்த்தைகளில் ஏற்கனவே ஒப்புக் கொண்டபடி சீனா சீரான வரைபடங்களை அளிக்க வேண்டும். அதன் பிறகுதான், இரு தரப்பும் நேர்மையான முடிவெடுக்க முடியும். 

 

ஆனால் சீனாவின் மீது மோடி அரசு வைத்திருந்த ஆழ்ந்த நம்பிக்கையை, கடந்த ஜூலை மாதம் லடாக்கில் கல்வான் பகுதியில் எதிர்பாராத விதமாக சீனப்படைகளுடன் நடந்த கைகலப்பில் கர்னல் பாபு உட்பட 20 இந்திய ராணுவ வீரர்கள் கொல்லப் பட்ட சம்பவம், தகர்த்து விட்டது. ஏனெனில், அதுவரை இந்திய-சீன உறவில் சீனாவின் கைதான் ஓங்கி இருந்தது. அவ்வப்போது, சீனா காட்டிய உதாசீனங்களையும், அத்து மீறல்களையும் இந்தியா பொறுமையுடன் சுமூகமான உறவுக்காக ஜீரணித்து வந்தது.  ஆனால், சீனா பேச்சுவார்த்தையில் படைகளைப் பின்னெடுக்க ஒப்புக்கொண்ட பின்பும், கல்வான் பகுதியில் உயிர் சேதம் ஏற்படுத்திய சீனாவின் செயல், இந்தியாவின் தன்மான உணர்ச்சியை தட்டி எழுப்பியுள்ளது. 


அதைத் தொடர்ந்து, இரு நாடுகளிலும் பெரும்பாலான மக்கள் இந்தப் பிரச்சினை, இருநாட்டு எல்லையைக் கடந்த, தேசிய மானப் பிரச்சினையாக தற்போது கருதுகின்றனர். இந்தியா ஜனநாயக நாடு. ஆகவே, மக்களின் உணர்ச்சிகளையே அரசின் வெளியுறவு பொதுவாக பிரதிபலிக்கிறது. அதை மனதில் கொண்டே, பிரதமர் மோடி செயல்பட முடியும். 

 

சீனாவில் கம்யூனிஸ்ட் கட்சியின் பெரும் தலைவராக கருதப்படும் ஷீ ஜின்பிங் தனது இச்சைப் படி முடிவு எடுக்கும்  அதிகாரம் கொண்டவர். அதற்கு ஆதரவாக செயல்பட, கட்சியின் மத்தியத் தலைமையில் பல மாற்றங்களை ஏற்கனவே மேற்கொண்டவர். ஆகவே அவருக்கு, பிரதமர் மோடியை விட, முடிவெடுக்கும் சுதந்திரம் அதிகமாக உள்ளது.

 

இருந்தாலும், உலக அளவில் அவர் எடுத்த பல நிலைப்பாடுகள், முக்கியமாக கோவிட் வைரஸ் காய்ச்சல் பிரச்சினை, அதற்கு முன்பே சீனா அடைந்த பெரும் பொருளாதார பின்னடைவு, தென் சீனக் கடலில் சீனப்படைகள் காட்டிவரும் அழுத்தம், ஹாங்காங் மற்றும் தைவான் நாட்டில் ஏற்படுத்தியுள்ள பதட்டமான சூழ்நிலை ஆகியவை, சீனாவுக்கும், ஷீயின் தலைமைக்கும் உலக அளவில் பெரும் களங்கம் ஏற்படுத்தியுள்ளது. இத்தகைய சூழ்நிலையில், சீன ராணுவம் லடாக்கில் சங்கடத்தில் இருக்கும் போது,  பொதுமக்களின் தேசிய உணர்வுக்கு எதிரான எந்த முடிவை ஷீ எடுப்பார் என்று எதிர்பார்க்க முடியாது.

 

ஆகவே, தற்போதைய கணிப்பின் படி, லடாக்  எல்லைக் கோட்டில் இந்திய-சீனப் படைகளின் இழுபறி நிலை, கடுங்குளிர் காலத்திலும் தொடரும் என்றே தோன்றுகிறது.
