Ranil faces Hobsons Choice

February ended as a month of discontent for the public after the government raised power tariffs for a second time on February 15. It was said to be the last of 15 conditions to be met for the International Monetary Fund’s (IMF) Extended Fund Facility (EFF) of $2.9 billion. But the uncertainties over the EFF are not over as the IMF is yet to receive assurance from China as India and the Paris Club have done. China has offered only a two-year moratorium on its debts.

Opposition SJB MP and economist Dr Harsha De Silva, while strongly condemning the raising of power tariffs for a second time, said Sri Lanka could technically still receive IMF support. He said it can be done through Lending into Official Arrears Policy (LOAP) with support from the US, if 50% of debtors have agreed to restructure their facilities. He suggested that if loans from the China Development Bank can be moved under commercial loans instead of bilateral loans, this could be achieved.

President Ranil Wickremesinghe speaking at various forums has focused on economic recovery. While addressing a Rotary gathering on February 18, he emphasised the importance of economic recovery and improving citizens quality of life. He said democracy depends on the maintenance of public order which requires law and order. Following the country’s economic recovery, next year it would be able to decide on the future it wants, with the use of the ballot (italics added), clearly indicating he was against the LG election.

Addressing Tax Forum 2023 on February 21, he strongly defended the current tax policy, as a rescue operation and not a normal tax policy. If the policy is disrupted, Sri Lanka will not be able to join the IMF programme and lose the opportunity to do business with foreign countries.

The President is applying his masterly skills at obfuscation to handle questions on the long overdue LG elections. The election scheduled for March 9 stands postponed as the Election Commission had been facing a number of structural and financial issues to conduct the elections. The air has been thick for the last two months with questions on LG elections from all sides, ranging from semi literate politicians, sensationalising paparazzi, sanctimonious but erudite civil society leaders and sermonising do-gooders who shun responsibility.

The President’s speech on the LG election issue in parliament on February 23 is an eloquent example of obfuscation. He said “There is no election to be postponed. I have so far not got into this debate on elections as I kept out of it on the grounds that I will not get involved in politics. However, today, we hear the Election Commission will inform Courts that the election cannot be held since an affidavit has been submitted. I will speak on it, as otherwise it will be unfair on the part of the Treasury Secretary. The Commission has been informed by the Treasury Secretary that they are unable to provide necessary funds to conduct the elections. That is not true. It was I who first informed the Election Commission in December that due to the economic situation, it was not possible to hold the elections.

President Wickremesinghe appears to be a votary of 50s British humourist Stephen Potter who authored Lifemanship series of books. In that era of self-help manuals of the Dale Carnegie variety, Potter focused on books with less exalted goals of survival issues like: “winning without actually cheating (Gamesmanship), “creative intimidation (One-Upmanship)”, and “making the other man feel that something has gone wrong however slightly” (“Lifemanship”). The President seems to be using all the ploys of Potter to confuse the nation reeling under unmanageable price rise of daily necessities.  

Obfuscation is the erudite man’s quibbling in action. Oxford Languages explains it as “the action of making something obscure, unclear or unintelligible, when confronted with sharp questions they resort to obfuscation.”

Successful politicians develop their skills at the art of obfuscation to difficult questions from the paparazzi, awkward questions from the informed audience and perhaps, to handle embarrassing moments with their girlfriends. If there is an award for obfuscation in politics, President Wickremesinghe will win a platinum award. Perhaps, he can’t be faulted for it because probably that came, when he earned the President’s chair without a popular mandate after a severe drubbing in the general elections.

But time may be running out for such gamesmanship, if we go by the mood of the people in the thousands who had gathered in protest in Colombo on February 26. The National People's Power (NPP) led by the Janatha Vimukthi Peramuna(JVP) held a massive protest against the postponement of the LG elections by the government in Colombo. NPP and JVP leaders including MP Anura Kumar Dissanayake and NPP MP Vijitha Herath had joined the protest. Prior to the protest, magistrate courts concerned had issued orders preventing the protests. Orders were also issued against 26 persons including Dissanayake from marching towards Galle Face Green and the Presidential Secretariat. When the protestors gathered in strength and wanted to march towards Colombo Fort area they were stopped by the police. Meanwhile, reinforcements of police in riot gear and army personnel  joined the police. Police used tear gas and water cannons to disperse the restive crowd which were shouting anti-Wickremesinghe slogans. In the melee that followed more than 20 persons were hospitalised. One of the NPP candidates for LG election who was hospitalised succumbed to his injuries. Police action in crushing the public protest has been condemned by civil society and even political parties not supporting the NPP-JVP combine.

Meanwhile 15 unions of the Ceylon Electricity Board employees are already protesting against the structural changes and tariff revisions. Trade unions of several sectors are scheduled to go on strike on March 1 against the recently introduced tax policy. Meanwhile, President Wickremesinghe has signed a gazette notification declaring several services related to ports, airports and passenger transport services as essential services.

Clearly the President faces Hobson’s choice.

Tailpiece: Resurrection of Prabhakaran : On February 13, 2023, Tamil nationalist movement leader Pazha Nedumaran resurrected the ghost of Velupillai Prabhakaran, the LTTE leader who was slain on May 19, 2009 towards the end of the Eelam War. The aging former Congress leader from Tamil Nādu claimed Prabhakaran was still alive and would appear in public shortly. He said the LTTE leader was “hale and robust” and urged the Tamil people to rally behind him. The news failed to animate anyone. [written on February 28, 2023]

உக்ரைன்-ரஷ்ய போர் ஏன் இன்னமும் தொடர்கிறது?

ரஷ்யா உக்ரைன் மீது கடந்த ஆண்டு பெப்ரவரி 24ந் தேதி தொடர்ந்த போர் புத்தாண்டில் தொடர்ந்து நீடிப்பது உலக அளவில் கவலை தரும் விஷயம். ஏற்கனவே, போரின் விளைவாக உக்ரைன் மற்றும் ரஷ்யாவில் இருந்து மற்ற நாடுகளுக்கு கோதுமை,சோளம் மற்றும் பெட்ரோலியம் சார்ந்த எரி பொருட்கள் ஆகியவற்றின் ஏற்றுமதிகள் தடைப்பட்டுள்ளன. அதன் விளைவாக ஆசிய ஆப்பிரிக்க நாடுகள் மட்டுமல்ல, ஐரோப்பிய நாடுகளும் பெருமளவில் பாதிக்கப்பட்டுள்ளன.

அமெரிக்க பாதுகாப்பு துறை அனுமானப்படி இந்தப் போரில் ஈடுபட்டுள்ள இரு நாடுகளும் ஒட்டு மொத்தமாக இரண்டு லட்சம் வீரர்களை இழந்துள்ளன. ஐ.நா மனித உரிமை ஆணையத்தின் கணிப்பின்படி ஜனவரி 15ந் தேதிவரை அப்போரில் குழந்தைகள் உட்பட 7000 அப்பாவி மக்கள் உயிரிழந்துள்ளார்கள். அமெரிக்காவின் கூற்றுப்படி 20,000 போரில் ஈடுபடாத சாதாரண மக்கள் இந்தப் போரில் உயிர் இழந்துள்ளார்கள்.

உக்ரைனில் போரின் விளைவாக பல முக்கிய நகரங்கள் தரை மட்டமாகியுள்ளன. ஏறத்தாழ ஒரு கோடியே 74 லட்சம் மக்கள் அகதிகளாக இடம் பெயர்ந்துள்ளதாக ஐ.நா மனித உரிமை ஆணையம் கூறுகிறது.

ரஷ்ய அதிபர் புடின் இந்தப் போரில் ரஷ்யா அணு ஆயுதங்களை உபயோகிக்காது என்று மற்ற நாடுகள் எண்ணக்கூடாது என பல முறை எச்சரித்துள்ளார். அத்தகைய ஆபத்தான சூழ்நிலை இருந்த போதிலும், ஐக்கிய நாடுகள் சபையும் அதற்கு செயலாக்கம் அளிக்கும் பாதுகாப்பு கவுன்சிலும் போரை முடிவுக்கு கொண்டு வர உருப்படியான முயற்சிகள் எதையும் இதுவரை எடுக்கவில்லை.

இதற்கு முக்கிய காரணம், 15 அங்கத்தினர் கொண்ட ஐ.நா. பாதுகாப்பு கவுன்சலின் ‘வீட்டோ’ உரிமை பெற்ற நிரந்திர அங்கத்தினர்களான அமெரிக்கா, பிரிட்டன், பிரான்ஸ், ரஷ்யா மற்றும் சைனா ஆகிய  நாடுகளின் செயல்பாடே காரணம். ஆகவே அவர்கள் இணக்கம் இருந்தால்தான் உக்ரைன் போரை முடிவுக் கொண்டு வரமுடியும். தற்கான முயற்சிகள் எதுவும் பாதுகாப்பு சபையில் இதுவரை வெற்றி பெறவில்லை.

இந்தியாவும் பாகிஸ்தானும் கார்க்கில் போரில் பத்து நாட்கள் மோதிக்கொண்ட போதே, அது அணு ஆயுதப்போராக மாறும் ஆபத்து ஏற்படலாம் என்று ஐரோப்பிய, அமெரிக்க அரசுகள் கூக்குரலிட்டன. ஆனால்  அதைவிட பயங்கரமான அணு ஆயுதப் போர் மூளும் சூழ்நிலை  உக்ரைனில் நிலவினாலும் அதை இந்த ாடுகள் ஏன் கண்டு கொள்ளவில்லை?  

அதற்கு முக்கிய காரணம் தற்போது உலகில் நிலவும் பிரெட்டன்வுட் ஒழுங்கு முறையாகும். இரண்டாம் உலகப்போரின் இறுதி கட்டத்தில், அமெரிக்காவின் தலைமையில் மேற்கத்திய நாடுகள் சர்வதேச பொருளாதாரத்தை வழி நடத்த பிரெட்டன்வுட் ஒப்பந்தத்தை உருவாக்கினர். அந்த ஒப்பந்தத்தின் வாயிலாக உலக நாடுகள் போரைத் தவிர்த்து வாழ பல்வேறு ஒழுங்குமுறைகள் அமைக்கப்பட்டன. அவற்றின் விளைவாகவே அமெரிக்க டாலர்  உலக பொருளாதரத்தின் அடிப்படை செலவாணியாக தற்போது கருதப்படுகிறது.

இந்த பிரெட்டன்வுட் ஒழுங்கு முறைதான் இன்றுவரை அமெரிக்கா உலகின் ஒரே வல்லரசாக ஆளுமை செய்ய உதவுகிறது. பிரெட்டன்வுட் ஒப்பந்தத்தில் பங்கு பெற அப்போதைய வல்லரசுகளில் ஒன்றான சோவியத் யூனியன் மறுத்து விட்டது. சோவியத் அரசுக்கும் அமெரிக்காவுக்கும் நடந்த பனிப்போருக்கு அதுவும் ஒரு காரணமாகும்.

அந்த பனிப்போர் காலத்தில், ஐரோப்பாவில் சோவியத் யூனியினின் அச்சுறுத்தலை தவிர்க்க, அமெரிக்கா மற்றும் 30 ஐரோப்பிய நாடுகள்  அங்கம் வகிக்கும் ‘நேட்டோ பாதுகாப்பு கட்டமைப்பு உருவாக்கப் பட்டது. நேட்டோ படைகள் அமெரிக்காவுடன் இணைந்து ஆப்கானிஸ்தான் மற்றும் ஈராக் போர்களில் பங்கு பெற்றன. நேட்டோ அமைப்பு 1991ல் சோவியத் யூனியன் சிதறுண்ட பிறகு, ஐரோப்பாவில் ஏற்பட்ட பூகோள மற்றும் அரசியல் மாற்றங்களை தனக்கு சாதகமாக உபயோகிக்க ஆரம்பித்தது. ரஷ்யாவால்  மீண்டும் ஐரோப்பிய நாடுகளுக்கு அச்சுறுதல்  ஏற்படலாம் என்று காரணம் காட்டி, அமெரிக்காவுடன் சேர்ந்து ரஷ்யாவின் எல்லை நாடுகளில் நேட்டோ தன்னை பலப்படுத்தி வருகிறது. இந்த முயற்சியின் முன்னணியில் ரஷ்யாவின் பங்காளி நாடான உக்ரைனும் ஒன்று. அதைக் கண்டு கலக்கம் கொண்ட ரஷ்யா நேட்டோவின் முயற்சிகளை உக்ரைனில் தவிர்ப்பது தனது படையெடுப்புக்கு ஒரு காரணம் என்று கூறிகிறது. இத்தகைய சந்தேக சூழ்நிலையை தவிர்க்க நேட்டோ அமைப்பு இதுவரை எந்​த​முயற்சியும் மேற்கொள்ளவில்லை.  

அதற்கு மாறாக, நேட்டோ அமைப்பு அமெரிக்காவின் உந்துதலுடன் ரஷ்யாவை எதிர்த்து உக்ரைன் வெற்றி பெற பெருமளவில் பொன்னும், பொருளும், ஆயுதங்களும் அளித்து வருகின்றது. கீல் இன்ஸ்டிடுயூட் என்ற அரசு சாரா அமைப்பு கடந்த ஆண்டு ஜனவரி 24 முதல் நவம்பர் 22 வரை மேற்கொண்ட கணிப்பின் படி, உக்ரைனுக்கு 46 நாடுகள் ஒட்டு  மொத்தமாக அளித்த உதவியின் மதிப்பு 109 பிலியன் யூரோ (ஏறத்தாழ 9601 கோடி ரூபாய்). அந்த உதவியில் அமெரிக்காவின் பங்கு 53 விழுக்காடு ஆகும். இந்த போர் தொடருவதற்கு, இந்த பொருளாதார மற்றும் ஆயுத உதிவிகள் உக்ரைனுக்கு தரும் உந்துதல் மற்றொரு முக்கிய காரணமாகும்.  

சீனாவுக்கும் ரஷ்யா இருந்த நெருங்கிய உறவு 1961ல் இருந்து விரிசல் காண ஆரம்பித்த போது அதை அமெரிக்க அதிபர் நிக்சன், அமெரிக்காவுக்கு சாதகமாக உபயோகிக்க ஆரம்பித்தார். அவருக்கு பின் வந்த அதிபர்களும் அமெரிக்க-சீன உறவை மேலும் வலுப்படுத்தினர். அமெரிக்கா மற்றும் அதன் நேச நாடுகள் சீனாவில் பெருமளவில் முதலீடு செய்ய, சீனாவில் தொழில் வளர்ச்சி உலக அளவில் பெறுகியது. அமெரிக்கா தனது சீன உறவை, தனது ஒரு முனை உலக ஆதிக்கத்துக்கு சாதகமாக பயன்படுத்திக் கொண்டது.

அமெரிக்க சீன உறவில் ஏற்பட்ட முன்னேற்றத்தை சீனாவும் தனது பொருளாதாரத்தையும் போர்படைகளின் திறனையும் விரிவுபடுத்த உபயோகித்துக் கொண்டது. சீனா தற்போது உலக பொருளாதாரத்தில் வலிமையான நாடுகள் பட்டியலில் இரண்டாம் இடத்தை வகிக்கிறது. அதற்கு ஏற்றார் போல் சீன ராணுவமும் உலகிலேயே வலிமை வாய்ந்ததாக கருதப்படுகிறது.

அமெரிக்காவின் தலைமையில் மேற்கத்திய நாடுகளின் பிரெட்டன்வுட் ஒழுங்குமுறைக்கு எதிரான கருத்து, வளர்ச்சி அதிகம் காணாத உலக நாடுகளில் தொடர்ந்து பல ஆண்டுகளாக பரவி வருகிறது. முக்கியமாக பன்னாட்டு வணிகம் உலக மயமாக்கப் பட்ட பிறகு அதைப் பயன்படுத்தி வளர்ச்சி பெற்ற ரஷ்யா, சீனா, இந்தியா, பிரேசில் மற்றும் தென் ஆப்ரிக்கா  ஆகிய நாடுகள் உலக ஒழுங்குமுறை பாரபட்சமின்றி எல்லா நாடுகளும் பயன்படும் விதமாக மாற்றி அமைக்கப் படவேண்டும் என்று கருதத் தொடங்கின. ரஷ்யா மீண்டும் வலிமை பெறத் தொடங்கி  சீனாவுடனான தனது உறவை புதுப்பித்தது. இந்தியாவும் 1962 சீனப் போருக்குப் பின் சிதறுண்ட சீன உறவை புதுப்பிக்க ஆரம்பித்தது. ஆகவே, இந்த நான்கு நாடுகளும் உலகின் பிரெட்டன்வுட் ஒழுங்கு முறையை மாற்றி அமைக்க வேண்டும் என்ற எண்ணத்துடன் பிரிக்ஸ் (பிரேசில், ரஷ்யா, இந்தியா, சீனா, மற்றும் தென் ஆப்ரிக்கா ஆகிய நாடுகளின் ஆங்கில முதல் எழுத்து) என்ற அமைப்பை ஆரம்பித்து 2009 முதல் ஒருங்கிணைந்து செயல்படத் தொடங்கின. இந்த அமைப்பை அமெரிக்காவும் அதன் மேற்கத்திய பங்காளி நாடுகளும் சந்தேக கண்ணுடன் பார்க்க ஆரம்பித்தன.  

2013-ம் ஆண்டுஷி ஜின்பிங் சீனஅதிபராக பதவி ஏற்ற பின்பு உலக ஆளுமை கனவுகள் சீனாவை ஆக்கிரமிக்க தொடங்கின. அதிபர் ஷி படிப்படியாக, சீன கம்யூனிஸ்ட் கட்சி அமைப்பிலும், சீன அரசமைப்பு மற்றும் கம்யூனிச அதிகாரத்தை நிலை நாட்ட உதவும் ராணுவத்தின் உள் அமைப்பிலும் தனது ஆதரவை பலப்படுத்திக் கொண்டார். அதன் பிறகு அவர் எடுத்த மனித உரிமை மீறல்கள் மற்றும் உலக வணிகத்தில் கையாண்ட முறைகளும் மேற்கத்திய நாடுகளிடையே சலசலப்பை ஏற்படுத்தின.

ஹாங்காங், பல ஆண்டுகளாக சீனாவின் ஒரு பகுதி ஆனாலும், ஓரளவு தன்னிச்சையுடன் இயங்கி வந்தது. ஆனால் ஷி தனது ஆளுமையின் கீழ் அதை கொண்டு வர எடுத்த தடலடி முயற்சிகள் மேற்கத்திய நாடுகளிடையே சலசலப்பை எற்படுத்தின. மேலும், தென் சீன கடலில் ஷி சீனாவின் கடல் எல்லையை விரிவாக்கி அதில் உள்ள பல குட்டித் தீவுகளின் மீது தீவிரமாக உரிமை கொண்டாட ஆரம்பித்தார். சிலவற்றை சீனா ஆக்கிரமித்தது. அதனால் சீனாவுடனான உறவை தென்கிழக்கு ஆசிய நாடுகள் சந்தேக கண்ணுடன் பார்க்க ஆரம்பித்தன. தென் சீன கடலில் கோலோச்சி வந்த அமெரிக்க கடற்படை அடிக்கடி சீன போர் விமானங்களையும் போர்கப்பல்களையும் எதிர் கொள்ள ஆரம்பித்தன. இது அமெரிக்காவின் சீன உறவில் விரிசல்களை ஏற்படுத்தின.இப்போது சீனா தைவான் தீவை ஆக்கிரமிப்பதாக பயமுறுத்தி வருகிறது.

மேலும் 2013ல் ஷி சீனாவை ஆசியா மற்றும் ஐரோப்பிய பகுதிகளுடன் இணைத்து, சீனாவின் செல்வாக்கை பெருக்க ‘பால மற்றும் சாலை இணைப்பு  ( Belt and Road Initiative) திட்டத்தை பெரும் அளவில் மேற்கொண்டுள்ளார். இதன் விளைவாக சீனாவின் அரசியல் மற்றும் வணிக செல்வாக்கு தெற்கு மற்றும் மத்திய ஆசிய நாடுகளில் பெருமளவில் பரவி உள்ளது. அத்தகைய முயற்சிக்கு பாதுகாப்பு அளிக்க சீன போர்கப்பல்கள் இந்திய-பசிபிக் பெருங்கடலில் அதிக அளவில் பிரவேசிக்க தொடங்கி உள்ளன. இந்தியாவின் சீன எல்லையில், சீனப்படைகள் அத்துமீறி பிரவெசிப்பது வழக்கமாகி விட்டது.

சீனாவின் பெருகி வரும் ஆதிக்கத்தை கட்டுக்குள் வைக்க இந்தியா, அமெரிக்கா, ஜப்பான் மற்றும் ஆஸ்திரேலியா ஆகிய நாடுகள் குவாட் என்னும் நாற்கர கட்டமைப்பை அமைத்துள்ளன. இந்த முயற்சியை சீனா தனது ஆளுமைக்கு எதிரான சவாலாகப் பார்க்கிறது.

இத்தகைய சூழ்நிலையில், தொடர்ந்து வரும் உக்ரைன் போரில் உலகின் மூலோபாய பாதுகாப்பு அமைப்புகள் உருமாறி வருகின்றன. அமெரிக்க-ஐரோப்பிய நாடுகள் ரஷ்யா மீது திணித்துள்ள பொருளாதார மற்றும் வியாபாரத் தடைகளை பெரும்பான்மையான ஆசிய ஆப்ரிக்க நாடுகள் பின்பற்ற மறுக்கின்றன. இவற்றில் இந்தியா, சீனா, துருக்கி, ஈரான், தென் ஆப்ரிக்கா, சவுதி அரேபியா ஆகிய நாடுகள் அடங்கும். இந்த நாடுகள் தங்கள் நாட்டின் சுய நலனுக்காகவே மையம் அத்தகைய முடிவுகளை எடுக்கின்றன. ஆகவே இந்த நாடுகள் ஒருங்கிணைந்து போரை நிறுத்த முயற்சிப்பார்களா என்பது சந்தேகமே.

ஏனெனில், போரை முடிக்க பேச்சு வார்த்தைகள் துவக்கவே உக்ரைன் முன் வைத்துள்ள நிபந்தனை; ரஷ்யா வசம் உள்ள ரஷ்ய வம்சாவளியினிர் வாழும் கிழக்கு உக்ரைன் மற்றும் க்ரிமியா பகுதிகளை விட்டு முழுமையாக அகல வேண்டும் என்பதே. அதற்கு மாறாக, அமைதி பேச்சுவார்த்தைக்கு  ரஷ்யாவின் நிபந்தனை - செப்டம்பர் 2022 வரை தான் ஆக்கிரமித்த உக்ரைன் பகுதிகளை தன் வசம் நிரந்தரமாக அளிக்க வேண்டும் என்பதே.

இத்தகைய இழுபறியான சூழ்நிலையில், அமெரிக்காவும் நேட்டோ நாடுகளும் போரில் வெற்றி காணாவிட்டாலும் ரஷ்யாவின் போர்திறனை அழிக்க கங்கணம் கட்டிக் கொண்டு செயல்படுகின்றன. ஆகவே அவை நேரடியாக போரில் ஈடுபட தயக்கம் காட்டினாலும், பொன்னையும் பொருளையும் அளித்து உக்ரைனை உசுப்பி விட்டுக் கொண்டிருக்கின்றன.

Sri Lanka: Surviving the 75th year of independence

Sri Lanka will be celebrating its 75th Independence Day on February 4, 2023. As a republic the country has come a long way from the dominion it was at the time of independence. The shaky step with which President Ranil Wickremesinghe steps into the 75th year of independence, tells that his job to mend the fractured country left in disarray by President Gotabaya Rajapaksa is far from over. His government has to survive at least one more year to ensure the economic recovery process is started as per IMF norms. 

The former president Gotabaya's flight to safety from the country to escape from the wrath of the people has a lesson for all political leaders. They cannot afford to take popular support for granted. That includes President Wickremesinghe, though he is not elected President by popular mandate. Embers of Aragalaya struggle are still smouldering; a small number of vested interests, nihilists and ultra-left wingers are trying hard to keep alive the protest movement. They have been indirectly helped by the government’s continued lack of accountability. People cannot afford the resurgence of another Aragalaya upsurge as it would shift the national focus from economic recovery. It is the government responsibility to get its act together to ensure the popular discontent is handled with sympathy, sensitivity and fair play.

Apparently, the government has shown signs of getting its act together. It has just released Wasantha Mudalige, Convenor of the Inter-University Students Federation and one of the leaders of the Aragalaya protests, after holding him in custody under the infamous Prevention of Terrorism Act (PTA) for nearly nine months. But much more needs to be done by the government to gain public confidence. It is in this backdrop that events in the month need to be understood. 

Economic recovery

The seamless connectivity between external relations and the economic recovery of the country came into full play during the month. Early in the month, President Wickremesinghe addressing businessmen in Colombo, briefed them on the state of economic recovery. He had said Japan and the Paris Club, two of Sri Lanka’s major creditors, had expressed their willingness to assist. Talks had begun with India and China. “We discussed with China’s EXIM Bank and are currently debating on how to restructure our debt. The Chinese side has agreed to move quickly” he added. Japan’s State Minister of the Cabinet office Satoshi Fujimaru, China’s Vice Minister of the International Department of the CCP’s Central Committee Chen Zhou and India’s External Affairs Minister S Jaishankar visited Colombo in that order. The US Under Secretary of State for Political Affairs is currently visiting Sri Lanka to “offer continued support for Sri Lanka’s efforts to stabilize the economy, protect human rights and promise reconciliation” according to the State Department.

The Paris Club is said to have proposed a 10-year debt moratorium and a 15-year debt restructuring programme. Japan’s minister Fujimaru came with a delegation of Japanese businessmen and his discussions with the President focused on investment opportunities available in Sri Lanka in hospitality and tourism, mining and training of Sri Lanka’s workforce. Chinese Vice Minister Chen led a delegation with the avowed aim to meet leaders of the government and political parties to brief them “on the CPC National Congress decisions and enhance cooperation with friendly developing countries under President Xi Jinping’s policies.” On debt restructuring, he assured PM Dinesh Gunawardena that “several ministries and financial institutes of China are working closely on this issue for quite a long period. I’m confident that Sri Lanka will have good news very soon.” But “the good news” that China’s EXIM Bank agreeing to a two-year moratorium on Sri Lanka’s debts may not satisfy the IMF programme.  

In contrast to China, India – the third largest creditor - validated its “neighbourhood first policy” by writing to the IMF Chief of its support to restructuring of Sri Lanka’s debts on the eve of EAM Jaishankar's visit  to Colombo. In its letter to IMF, India has said it will support medium to long term treatment of debts through maturity extension and interest rate reduction or any other financial operations that would deliver similar relief. India also said that it expects Sri Lanka to seek equitable debt treatments from all commercial creditors and other official bilateral creditors.

After bilateral talks, EAM Jaishankar addressed a joint press conference at the Presidential Secretariat along with President Wickremesinghe and Foreign Affairs Minister Ali Sabry. He said in Colombo that India will stand by Sri Lanka in its hour of need and expressed confidence in overcoming challenges. His words that India “felt strongly that Sri Lanka’s creditors must take proactive steps to facilitate its recovery” and extended financial assurances to the IMF to clear the way for Sri Lanka to move forward. Our expectation is that this will not only strengthen Sri Lanka’s position but ensure that all bilateral creditors are dealt with equally,” must be heart-warming to the beleaguered President.

He also said India will encourage greater investments in the Sri Lankan economy, especially in the core areas like energy, tourism and infrastructure. Apart from the use of rupee settlement for trade,  he also suggested strengthening connectivity, encouraging Indian tourists to make RuPay payments and the use of UPI payment as helpful to Sri Lanka.

Implementing 13th Amendment

The Indian EAM’s talks with Sri Lankan leaders in Colombo seem to have nudged President Wickremesinghe to walk the talk on unfulfilled promises on ethnic reconciliation and implementing 13th Amendment (13A) to the Constitution in full.

The President informed an all-party leaders conference on reconciliation that the Cabinet was agreeable to fully implement 13A. In a statement issued by his secretariat, he said “The 13th Amendment has been in existence for over 30 years. I must implement it. If anyone is opposed, they can bring in a constitutional amendment to change it, or abolish it.” Explaining his stand, he said he was working according to a supreme court decision on 13A. “We are still in the bounds of a unitary state. I am against a Federal state but I support the devolution of power to provinces. The provincial councils don’t even have the powers enjoyed by the City of London. So, we can’t call this a federal state,” he said.

It is clear that the President has left the decision to implement or scrap the 13A on political  leaders from all parties.  it might be a political ploy to tide over a tricky political issue for a short time. But, his credibility as President is likely to be tested when he attempts to implement 13A. His statement has already received negative reaction from Tamil National Alliance as well as Sinhala right. And we can expect more political flak on this issue across parties. 

This adds yet another rider to the political stability of the government, which does appear to be clear about conducting the local government elections(LG) in March. Already, the uneasy ruling coalition of Sri Lanka Podujana Peramuna (SLPP) and the Sri Lanka Freedom Party (SLFP) is divided over the conduct of LG elections in March. Lack of clarity on the issue is already causing scepticism about the government's intentions among the public . In the face of a brewing political turbulence, it will be a tough call on the President to take decisive action even at the best of times. Now, when the country is trying to save itself, it is going to be tougher. 

Tailpiece: Sri Lanka’s annual bilateral naval exercise ‘CARAT’ (Cooperation Afloat Readiness and Training) was held on land and at sea in Colombo, Trincomalee and Mullikulam for a week from January 19. The exercise aims to promote regional cooperation, maritime partnerships, enhance maritime interoperability and maintain a free and open Indo-Pacific. These aims coincide with that of the four-nation Quadrilateral framework. The Japan Self Defence Force (SLDF) and the Maldives National Defence Force joined the Sri Lanka armed forces in the last leg of the exercise. These details reflect the changes taking place in the strategic narrative of Indo-Pacific theatre after the Quad. China is sure to take not of the strong strategic message CARAT is sending.
