Perspectives on India-China cooperation in combating terrorism: C3S Interview with Col. R. Hariharan VSM (Retd.)

India and China share common concerns about the spread of terrorism worldwide. Their concerns on terrorism grew with the rise of Al Qaeda and later on the Islamic State of Iraq and Syria (ISIS) spreading their tentacles in many countries of the world, including in the region. Counter-terrorism cooperation has figured as one of the issues discussed at India-China formal and informal meetings for nearly two decades. At the recently held Mamallapuram informal meeting (now termed as Chennai Connect) between Prime Minister Narendra Modi and Chinese President Xi Jinping, one of the issues discussed was counter-terrorism cooperation.
In the context of the Chennai Connect, Ms. Situ Kumari, Research Officer, C3S interviews Col. R. Hariharan, VSM (Retd.), an MI specialist of the Army on South Asia and Terrorism and Insurgency, and Member, C3S, on the scope and limitations of counter-terrorism cooperation between India and China.
Q 1. What are your views on the Modi-Xi informal meeting at Mamallapuram, particularly on combating terrorism, which was one of the topics of discussion?
We have to study the Mamallapuram informal summit (now known as Chennai Connect) in the overall context of India-China relations to understand India-China cooperation on combating terrorism. These one to one informal meetings reflect the continued efforts of Prime Minister Narendra Modi and President Xi Jinping to maintain cordial relations between the two Asian giants, despite periodically complex bilateral and international situations threaten to cause friction and misunderstanding.
The Wuhan informal meeting held after the 72-day long military confrontation at Doklam defused the tense situation between the two countries. The Chennai Connect was held after India became seriously concerned at China’s all-out support to Pakistan, both bilaterally and internationally over India’s action to abolish Article 370 of its constitution giving special status to Jammu and Kashmir. As it is an informal meeting the focus was on efforts to understand each other’s sensitivities than evolving solutions. This is evident from the MEA press note of October 12 on Mamallapuram worded in generalities, rather than specific actions. It summed up the meeting saying: “The two leaders shared their mutual vision on goals for the development of their respective economies. They agreed that the simultaneous development of India and China presents mutually-beneficial opportunities. The two sides will continue to adopt a positive, pragmatic and open attitude and to enhance appreciation of each other’s policies and actions in line with the general direction of their friendship and cooperation.”
On the issue of terrorism, the Ministry of External Affairs (MEA) note said: “Both leaders are concerned that terrorism continues to pose a common threat. As countries that are large and diverse, they recognized the importance of continuing to make joint efforts to ensure that the international community strengthens the framework against training, financing and supporting terrorist groups throughout the world and on a non-discriminatory basis.”
However, Chinese foreign minister Wang Yi in his official summing up of the meeting did not mention anything related to discussions on combating terrorism. However, China’s actions and statements after the Chennai Connect have shown that China was playing down concerns on terrorism threat because India’s emphasis is on recognizing Pakistan as the source of global terrorism.
Q 2. Speaking about terrorism and radicalization and the Pakistan angle, do you think that China is displaying inconsistency between speech and action?
Of course, China often takes a contradictory stand on terrorism and radicalization when it relates to Pakistan for reasons of strategic security and realpolitik. China has assiduously built its strategic security relations with Pakistan. China is heavily invested in Belt and Road Initiative (BRI) projects in Pakistan’s multi-modal infrastructure development because they are vital for China’s strategic articulation in the Indian Ocean Region (IOR) and South and Central Asia. China’s strategic priorities in favour of Pakistan will continue to hobble it from fully cooperating with India in combating terrorism, not only in the sub-continent, but in any international forum if Pakistan’s interests are affected.
China had been supportive of Pakistan in international forums including the UN Security Council and the FATF (Financial Action Task Force) meetings on money laundering and terrorism financing. If FATF blacklists Pakistan, it would not only cripple its economy but adversely affect China’s huge investments made in Pakistan. China’s support of Pakistan’s objections to the abolishing Article 370 of the Indian Constitution has to be understood in this larger context.
Q 3. In spite of China’s support to Pakistan, do you think there is scope for India and China to successfully combine their efforts to tackle the menace of terrorism in the future?
Despite China’s strategic compulsions relating to Pakistan, at the global level India and China cooperation is valuable in combating international terrorism, because it covers a wide spectrum of related activities across various disciplines affecting the two neighbours. These include military and security cooperation on counter-terrorism operations, extradition of terrorist suspects, sale and trafficking in arms, trafficking in drugs and people, money laundering, evolving international protocols for combating terrorism.
Combating international terrorism had been part of the agenda of bilateral meetings at various levels between India and China starting with Prime Minister Dr. Manmohan Singh’s official visit to Beijing in 2005. During the visit, India and China mooted the idea of mutual consultation and cooperation on combating terrorism. This paved the way for holding periodic meetings of foreign ministers of both the countries as well as the India-China Joint Working Group on Counter-terrorism.
After the Doklam standoff, the most significant move in 2018 was the signing of an agreement on internal security cooperation to “strengthen and consolidate discussions and cooperation in the areas of counter-terrorism, organized crimes, drug control, and other relevant areas”. It could be path-breaking if pursued in earnest. (The caveat is Chinese official statements frequently contain the word “relevant” to suit the country’s ambivalent stand on some of the related issues.)
The internal security agreement was signed at the first-ever India-China high-level meeting on bilateral security chaired jointly by Union Home Minister Rajnath Singh and the visiting State Counselor and Minister for Public Security Zhao Kezhi.
The 8th meeting of the Joint Working Group was held in Beijing on January 29-30, 2019. Both sides assessed and exchanged views on regional and international counter-terrorism situations, areas of mutual concerns including bilateral and multilateral cooperation.
Counter-terrorism cooperation has also featured in multilateral forums where both India and China are members: the Shanghai Cooperation Organisation (SCO), Russia-India-China (RIC) and Brazil-Russia-India-China-South Africa (BRICS) meetings. In fact in the SCO’s objectives are economic cooperation and security cooperation, particularly in counter-terrorism.
But in all these groupings where India and China are members, the reference to terrorism is in generalities, avoiding naming Pakistan. For instance, at the 16th meeting of the foreign ministers of RIC, held after the Pulwama terrorist attack on February 14, 2019, China said that extremist groups cannot be supported and used in political and geopolitical goals and those backing terrorist acts must be held accountable and brought to justice. In spite of this, in the joint communiqué of the meeting, the three nations strongly condemned terrorism in all its forms and manifestations without any reference to Pakistan.
But there are limitations in India-China cooperation on counter-terrorism because of China’s understanding of what constitutes terrorism is that of doctrinaire Communism of Soviet vintage. China considers terrorism as one of “The Three Evils” -terrorism, separatism and religious extremism. It has always considered terrorism as one of the biggest threats to internal security and territorial integrity, which are part of China’s core interests. According to the Terrorism laws, terrorist acts are those that are intended “induce public fear or to coerce a state or international organizations by means of violence, sabotage, threats or other tactics…These acts cause or aim to cause severe harm to society by causing casualties, bringing about major economic losses, damaging public facilities or disturbing social order.”
China’s main terrorism concern has been largely related to the separatist struggle of Uyghur of Xinjiang. This was aggravated when some Uyghurs had joined Al Qaeda to take part in the war in Afghanistan. However, China’s expanding global footprint and after the BRI, there had been terrorist attacks on Chinese nationals in Syria, Pakistan, etc. So in 2015, China passed a new anti-terrorism law that allows the military to venture overseas on counter-terror operations. China says it faces a threat not only from home-grown Islamists in its far western region of Xinjiang but also from militants in the Middle East, some of whom it says are from Xinjiang. As the BRI extends into Afghanistan and Iran, the scope for China’s counter-terrorism cooperation with India will increase. How the two countries will meet this need to cooperate will depend upon future developments in the Af-Pak region.

ஜனாதிபதி கோத்தாபய சீன சார்பு நிலையில் இல்லை என்பதை இந்தியா நிச்சயம் செய்வது அவரின் அடுத்த கட்ட செயற்பாடுகளை பொறுத்தே அமையும்.

பதின்மூன்றாவது சட்டத் திருத்தத்தை கோத்தாபய முழுமையாக செயல் படுத்துவார் என்பது வீணான எதிர்பார்ப்பு.

அம்பந்தோட்டை துறைமுகமானது, கொழும்பு துறைமுக நகர அபிவிருத்தி திட்டத்தினை விடவும் சீனாவின் பிராந்திய பாதுகாப்புக்கும் வளர்ச்சிக்கும் மிகவும் முக்கியமானது. அத்துடன் இத்துறைமுகமானது இந்து சமுத்திரப் பிராந்தியத்தில் சீனாவின் கனவுத்திட்டத்தின் 'கரு' ஆகும். ஆகவே அம்பாந்தோட்டை துறைமுகத்தில் சீனா தனது ஆதிக்கத்தை விட்டுக் கொடுக்கும் என எதிர்பார்ப்பது ஏமாற்றத்திலேயே முடியும் என்று இந்திய இராணுவத்தின் ஓய்வு நிலை மூத்த அதிகாரியான கேர்ணல் ஆர். ஹரிஹரன் விரகேசரி வாரவெளியீட்டுக்கு தொலைபேசி மூலம் வழங்கிய விசேட செவ்வியின்போது இவ்வாறு தெரிவித்தார். அச்செவ்வியின் முழுவடிவம் வருமாறு,

கேள்வி:- இலங்கை ஜனாதிபதி கோட்டாபயவுக்கும், இந்தியப் பிரதமர் நரேந்திர மோடிக்கும் நடைபெற்ற பேச்சுவார்த்தையின்போது, முக்கியத்துவம் அளிக்கப்பட்ட விடயங்களை எவ்வாறு பார்கின்றீர்கள்?

பதில்:- எனது பார்வையில், இரு தலைவர்களுக்கும் இடையே நடந்த பேச்சு வார்த்தையின் முக்கிய தொனியாக முன்னாள் ஜனாதிபதி மஹிந்த ராஜபக்ஸவின் தலைமையிலான கடந்த கால ஆட்சியில் இரு நாடுகளுக்கும் இடையே ஏற்பட்ட கசப்பான உணர்வுகளையும், அனுபவங்களையும் மறந்து, புதிய பாதையில் நல்லுறவு ஏற்படுத்துவயே மையப்படுத்தியுள்ளது.

குறிப்பாக, மஹிந்த ராஜபக்ஷ இந்தியாவுடன் கொண்டிருந்த காழ்புணர்ச்சியால் சீனாவிடம் காட்டிய விசேட கரிசனையும் உள்ளடங்குகின்றது. அதன் பிரதிபலிப்பாகவே ஜனாதிபதி கோத்தாபய இலங்கை, இந்திய, சீனா ஆகிய இரு வல்லரசுகளுக்கும் இடையே நடு நிலையாக செயல்படும் என வெளிப்படையாக கூறியுள்ளார்.

அத்துடன் இரு நாடுகளும் பிராந்திய மற்றும் பாதுகாப்பு அமைப்புகள் எவ்வாறு மேம்படுத்திச் செயல்படுவது, அதற்கு இலங்கைக்கு வேண்டிய தேவைகளை நிறைவேற்றுவதில் இந்தியா எவ்வாறு உதவலாம் என்பனவற்றுக்கும் முக்கியத்துவம் அளிக்கப்பட்டுள்ளன.

இந்தியா நெடுங்காலமாக பல்வேறு தீவிரவாத அமைப்புகளை உள்நாட்டில் பிரவேசிப்பதற்கோ, காலூன்றுவதற்கு அனுமதிக்காது உரிய நடவடிக்கைகளை முன்னெடுத்து வெற்றி கண்டுள்ளது. அவ்வாறான நிலையில் இலங்கையில் புதிதாகத் தோன்றியுள்ள இஸ்லாமிய தீவிரவாத அச்சுறுத்தலை ஒடுக்கவதற்காக இந்தியாவின் உதவியை பிரதமர் மோடியுடனான பேச்சுவார்த்தையி;ன்போது ஜனாதிபதி கோத்தாபய நாடியுள்ளார்.

பிரதமர் மோடி இலங்கைக்கு இந்த விடயத்தில் முழுமையான ஒத்துழைப்புக்களையும் உதவிகளையும் வழங்குவதற்கு ஒப்புதல் அளித்துள்ளார். இதன் ஒர் அங்கமாகவே இலங்கையின் பாதுகாப்பு கட்டமைப்புக்களை வலுப்படுத்தி 50மில்லியன் டொலர் உதவித் தொகையை இந்தியா முதற்கட்டமாக வழங்குகின்றது.

கேள்வி:- இச்சந்திப்பில் இலங்கையின் தேசிய பாதுகாப்பு, பிராந்திய பாதுகாப்பு தொடர்பில் அதிகளவு முக்கியத்துவம் அளிக்கப்பட்டுள்ள நிலையில் இந்தியாவின் நிதியுதவியை இலங்கை எவ்வாறு பயன்படுத்த முடியும்?

பதில்:- குறிப்பாக இலங்கை புலனாய்வுத்துறையை மேம்படுத்துவதே இந்த நிதியுதவியின் பிரதான நோக்காக இருக்கின்றது. இந்நிலையில் இரு நாடுகளின் புலனாய்வு அமைப்புக்களுக்கு இடையேயான செய்திப் பறிமாற்றத்தை உடனுக்குடன் ஏற்படுத்துவதற்காக உபயோகிக்கலாம். வுpனைத்திறனான செயற்பாடுகளுக்காக, கண்காணிப்பு கருவிகளையும், அதற்கான மென்பொருட்களையும் கொள்வனவு செய்வதற்காக இந்த நிதியை பயன்படுத்த முடியும். இருநாடுகளும் இந்த விடயத்தில் ஆராய்ந்து அடுத்தகட்ட நடவடிக்கைகளை முன்னெடுக்கும் என்றே கருதுகின்றேன்.

கேள்வி:- இந்தியா உட்பட இந்து சமுத்திர பிராந்திய நாடுகளுக்கு பாதுகாப்பு அச்சுறுத்தல் தொடர்ந்தும் காணப்படுவதாக கருதுகின்றீர்களா?

பதில்:- இந்து மற்றும் பசுபிக் பெருங்கடல்களில் பாரிய அளவில் பாதுகாப்பு மாற்றங்கள் ஏற்பட்டுள்ளமையால் அதன் பாதிப்புகள் எதிர் வருங்காலத்தில் அதிகரிப்பதற்கான வாய்ப்புக்களே உள்ளன. இவ்வாறான மாற்றங்கள் ஏற்படுவதற்கு முக்கிய காரணமாக இருப்பது சீனாவின் இராணுவ வலிமை மற்றும் பண பல அதிகம் தான். இந்த இரண்டு விடயங்களும் தன்வசம் வைத்திருக்கும் சீனா உலக அளவில் தனது வல்லாதிக்க தாக்கத்தை ஏற்படுத்தி உள்ளது.

சீனாவின் பிரவேசத்தால் இந்து- பசுபிக் பெருங்கடலில் வல்லரசாக உலவி வரும் அமெரிக்கா மற்றும் அதைச் சார்ந்த நாடுகளுக்கும், இந்தியாவுக்கும் அந்நாட்டைச் சார்ந்த நாடுகளுக்கும் பாரிய சந்தேகங்களை அதிகரிக்கச் செய்து வருகின்றது. ஆகவே இந்த பிரச்சினை உடனடியாக தீர்க்கப்படாது நீடித்தால் ஓரளவுக்கு பதட்டமான சூழ்நிலை இப்பிராந்தியத்தில் அவ்வப்போது இருந்துகொண்டே இருக்கும் என்பதே எனது கணிப்பாக இருக்கின்றது. அந்த அடிப்படையில் இந்தப் பிராந்தியங்களின் பாதுகாப்பு என்பது இன்றியமையாததாக இருக்கின்றது.

கேள்வி:- பிரதமர் மோடியின் வெற்றிக்கு புல்வாமா தாக்குதலும், ஜனாதிபதி கோத்தாபயவின் வெற்றிக்கு ஈஸ்டர் ஞாயிறு தாக்குதலும் காரணிகளாக அமைந்துள்ளன என்ற கருத்தினை எவ்வாறு பார்க்கின்றீர்கள்?

பதில்:- இந்தக் கருத்தை முழுமையாக நான் ஏற்றுக் கொள்ள மாட்டேன். பிரதமர் மோடியின் வெற்றிக்கு முக்கிய காரணம் அவர் அரசின் செயல்பாட்டில் மேற்கொண்ட சீர்திருத்தங்களே ஆகும். அவற்றில் இலஞ்ச ஒழிப்பு, பொதுவிநியோகம் மற்றும் அரசு உதவியை நேரடியாக பெற எடுக்க பட்ட முயற்சிகள் மற்றும் மக்களிடையே அவர் ஒரு செயல்பாட்டு வீரர் என்று பெற்ற பெருமதிப்பு ஆகியவை அடங்கும். இந்தக் கருத்துக்கள் மக்களிடையே புல்வாமா தாக்குதலுக்கு முன்பே பரவியிருந்தன.

இலங்கையில் 2015இல் ஆட்சிப்பொறுப்பினை ஏற்றிருந்த ஜனாதிபதி மைத்திரிபால, பிரதமர் ரணில் கூட்டு ஆட்சியின் இரண்டாண்டு செயல்பாட்டுக்கு பின்னர், மக்களுக்கு அளித்த வாக்குறுதிகளை அவர்கள் மறந்தார்கள். இருதரப்பினருக்கம் இடையில் உட்பூசல்கள் மேலோங்கின. அதனையடுத்து ஆட்சியை முன்னகர்த்த முடியாத அரசின் கையாலாகாத நிலைமைகள் உருவாகின. அதனால் மக்கள் அந்த ஆட்சியின் மீது வைத்திருந்த மதிப்பு குலைந்தது.

அத்துடன் மிக முக்கியமாக ஈஸ்டர் தினத்தில் நடைபெற்ற தாக்குதலுக்கு முன்பும் பின்பும் அரசு பாதுகாப்புத்துறையில் காட்டிய மெத்தனமான போக்கு வெட்டவெளிச்சமாகியது. ஆகவே மக்களிடையே நாட்டின் பாதுகாப்பு மற்றும் பயங்கரவாதம் பற்றிய அச்சம் அதிகமாயிற்று. ஏற்கனவே கோத்தாபய சிங்களப் பொதுமக்களிடையே ஈழப்போரில் வெற்றி கண்ட பெருமதிப்பினை பெற்றிருந்தார்.

அவ்வாறானவொருவரிடத்தில் நாடு ஒப்படைக்கப்பட்டால் பாதுகாப்பு உறுதியாகும் என்ற மனநிலைக்கு மக்கள் மாறினார்கள். அத்துடன் அவருக்கு உடனுக்குடன் முடிவெடுத்து செயலாக்கத் திறமை உள்ளவர் என்ற கருத்து மக்களிடையே நிலவியது. அதுவே அவர் வெற்றி பெற காரணமாக அமைந்து விட்டது.

கேள்வி:- ராஜபக்ஷ தரப்பினர் சீன சார்பு நிலை கொண்டவர்கள் என்ற பொதுவான கணிப்புக்களே இருக்கின்ற நிலையில் அவர்கள் மீண்டும் ஆட்சிக்கு வந்திருப்பதில் இந்தியா எத்தகைய கரிசனையைக் கொண்டுள்ளது?

பதில்:- வெளிநாடுகளின் தலையீடு பெருமளவில் இல்லாததே இந்த தேர்தலுக்கும் முந்தைய ஜனாதிபதி தேர்தல்களுக்கும் இருந்த முக்கியமான வேறுபாடாக உள்ளது. அத்துடன் 2015ஆம் ஆண்டு ஜனாதிபதி தேர்தல் தோல்விக்கு பின்னரும் மஹிந்த ராஜபக்ஷ இந்தியப் பிரதமர் மோடியுடன் தொடர்பு வைத்திருநதமை குறிப்பிடத்தக்கது. இருந்தாலும், கோத்தாபய ராஜபக்ஷ சீன சார்பு நிலை இல்லை என்பதை இந்தியா நிச்சயம் செய்வது அவருடைய அடுத்த கட்ட செயற்பாடுகளை பொறுத்தே அமையும். ஆகவே இந்தியா ஜனாதிபதி கோத்தாபயவின் அடுத்த கட்டச் செயற்பாடுகளில் நிச்சயமாக கரிசனை கொண்டிருக்கும்.

கேள்வி:- அம்பாந்தோட்டை துறைமுக ஒப்பந்தம் மீள்பரிசீலனை செய்யப்படவுள்ள நிலையில் அச்செயற்பாடு சீனாவின் 'பிடியை' தளத்துவதாக அமையும் என்று கருதலாமா?

பதில்:- இந்த துறைமுகம் சார்ந்த ஒப்பந்தத்தை திருத்த முதலில் சீனாவின் ஒப்புதலைப் பெறவேண்டியுள்ளது. அதைப் பெறுவது அவ்வளவு எளிதான விடயமல்ல. முன்னதாக முன்னாள் ஜனாதிபதி மைத்திரிபால அரசு கொழும்பு துறைமுக நகர அபிவிருத்தி திட்ட ஒப்பந்தத்தை திருத்தியமைப்பதற்கு ஏறத்தாழ மூன்று ஆண்டுகளாகியிருந்தன.

அவ்வாறான நிலையில் சீனா அம்பாந்தோட்டை துறைமுக ஒப்பந்தத்தினை திருத்தியமைப்பதற்கு இணங்கினாலும் மேற்குறிப்பிட்ட விடயத்தின் பிரகாரம் பார்க்கையில் அது உடன் முடிவுக்கு வரும் என்று எதிர்பார்க்க முடியாது. அம்பந்தோட்டை துறைமுகமானது, கொழும்பு துறைமுக நகர அபிவிருத்தி திட்டத்தினை விடவும் சீனாவின் பிராந்திய பாதுகாப்புக்கும் வளர்ச்சிக்கும் மிகவும் முக்கியமானது.

ஆகவே ஜனாதிபதி கோத்தாபய இந்த விடயத்தை கையிலெடுத்தாலும் ஐந்து ஆண்டுகளுக்குள் எவ்விதமான முடிவுகளும் கிடைக்காது. பேச்சுவார்த்தைகளிலேயே ஆட்சிக்காலம் நிறைவுக்கு வந்துவிடும்.

கேள்வி:- சீனா, தனது கனவுத்திட்டமான ஒரேபட்டி ஒரே மண்டலம் (டீசுஐ) திட்டத்தினை நிறைவேற்றுவதற்கு பல்வேறு முயற்சிகளை எடுத்துவரும் கேந்திர ஸ்தானமான அம்பாந்தோட்டையில் ஆதிக்கத்தை தளத்துவதற்கு முன்வருமா?

பதில்:- இல்லை, அம்பந்தோட்டை துறைமுகமானது ஒரு பட்டி ஒரே மண்டலம் திட்டத்தின் இன்றியமையாத அங்கமாகவுள்ளது. ஏனெனில் இலங்கை பூகோள ரீதியில் இந்து சமுத்திரத்தின் ஆளுமைக்கான கேந்திர முக்கியமான பகுதியில் அமைந்துள்ளது. அம்பந்தோட்டை துறைமுகம் இந்து சமுத்திரப்பிராந்தியத்தில் சீனாவின் கனவுத்திட்டத்தின் கரு என்று கருதலாம்.

ஆகவே அம்பாந்தோட்டை துறைமுகத்தில் சீனா தனது ஆதிக்கத்தை விட்டுக் கொடுக்கும் என எதிர்பார்ப்பது ஏமாற்றத்தில் முடியும். அவ்வாறு சீனா முடிவெடுக்கும் வகையில் அழுத்தம் எதுவும் தற்போது இருப்பதாகத் தெரியவில்லை. சீனாவின் இராணுவ மற்றும் பணபல வளர்ச்சியைக் கண்டால் அத்தகைய சூழ்நிலை எதிர்காலத்திலும் தோன்றுவதற்கும் வாய்ப்புக்கள் இல்லை.

கேள்வி:- புதிய ஜனாதிபதி கோத்தாபய அமெரிக்க, சீனா, இந்தியா நாடுகளுக்கு இடையிலான சமநிலையை பேணுவார் என்று எதிர்பார்கின்றீர்களா?

பதில்:- இலங்கைக்கு ஏற்பட்டுள்ள பொருளாதார மற்றும் வல்லரசுகளால் ஏற்படும் பாதுகாப்பு அழுத்தங்களால் ஜனாதிபதி கோத்தாபயவுக்கு நடுநிலை பேணுவதைத் தவிர வேறு வழியில்லை.

கேள்வி:- புதிய ஆட்சியில் இராணுவ புலனாய்வுக் கட்டமைப்புக்களை வலுப்படுத்தி அவற்றை அன்றாட செயற்படுகளில் ஈடுபடுத்தப்படுத்தப்பட வேண்டும் என்ற நிலைப்பாட்டினையும், போர் நிறைவடைந்த பத்தாண்டுகளாகின்ற போதும் வடக்கு கிழக்கில் தொடர்ந்தும் இராணுவ முகாம்கள் நீடிக்கப்பட வேண்டும் என்று கூறப்படுவதையும் எவ்வாறு பார்கின்றீர்கள்?

பதில்;:- உள்நாட்டில் இனங்களுக்கிடையிலான வேறுபாடுகள் நீடிக்கின்ற நிலையில் இவ்வாறான நிலைப்பாடுகள் விரிசல்களை மேலும் அதிகமாக்கும் செயற்பாடுகளாகவே இருக்கும் என்று கருதுகிறேன். வடகிழக்கில் இராணுவ முகாம்கள் தொடர்ந்து நிலை கொண்டு இருப்பதில் தவறில்லை. ஆனால் அதற்கான சமூக சூழ்நிலையை ஏற்படுத்த அரசு தவறிவிட்டது. ஆகவே முதலாவதாக அரசு வடகிழக்கில் இராணுவ செயல்பாடுகளை கட்டுப்படுத்த வேண்டும்.

கேள்வி:- இராணுவப்பின்னணியைக் கொண்டுள்ள ஜனாதிபதி கோத்தாபய முன்னாள் படைவீரர்களை முக்கிய பதவிகளில் அமர்த்துகின்றமையையும் அவருடைய போக்கு சர்வாதிகாரத்தினையே நோக்கி நகரும் என்று எதிர்வு கூறப்படுவதையும் எவ்வாறு பார்கின்றீர்கள்?

பதில்:- இராணுவ செயல்பாடுகளை அரசாண்மைக்கு உபயோகமாக்குவது ஜனநாயக வளர்ச்சிக்கு புறம்பானது. பாகிஸ்தானில் அதிக அளவில் அரசியலில் இராணுவ ஈடுபட்டால் நடக்கும் அவலங்கள் இதற்கு எடுத்துக்காட்டாகின்றன. கோத்தாபயவின் கடந்தகால செயல்பாடுகளில் சில எதேச்சதிகாரத்தன்மை கொண்டவை என்று பொதுவான கருத்துக்கள் நிலவும் போது இத்தகைய அச்சங்கள் ஏற்படுகின்றன.

ஆகவே அவர் தனது செயல்பாடுகளை கவனத்துடன் செய்ய வேண்டும். அவருக்கு உத்திகளைக் கூறுவது பிரதமர் மஹிந்த மற்றும் பதவியில் உள்ள பழுத்த அரசியல்வாதிகள் கடமையாகின்றது. இவற்றை எல்லாம் கடந்து இலங்கையில் ஜனநாயகம் தொடர்ந்து நிலை பெறவேண்டும் என்று எதிர்பார்கின்றேன்.

கேள்வி:- சீன ஜனாதிபதிக்கும், இந்திய பிரதமருக்கும் இடையில் மாமல்லபுரத்தில் நடைபெற்ற சந்திப்பின் பின்னரான சூழலில் இந்தியாவின் சீன சார்பு நிலைப்பாட்டில் மாற்றங்கள் ஏற்பட்டுள்ளனவா?

பதில்:- செயற்பாட்டு ரீதியாக இந்திய சீனா உறவில் ஏற்படும் விரிசல்கள் கட்டுக்கு அடங்காது போர்ச் சூழலை உருவாக்க கூடாது என்பதே ஊஹான் மற்றும் மாமல்லபுரம் ஆகியவற்றில் இரு தலைவர்களுக்குமிடையிலான சந்திப்புக்களின் கருத்தாகும். அதற்கான சுமூக சூழலை ஏற்படுத்துவதற்கு இந்தச் சந்திப்புக்கள் பெரிதும் உதவியுள்ளன. ஆனால் இரு நாடுகளின் அடிப்படை நிலைப்பாட்டில் மாற்றங்கள் அதிகம் இல்லை. மாமல்லபுரம் போன்ற சந்திப்புகளின் குறிக்கோள்கள் அதிகாரப்பூர்வமான அடிப்படை நிலைப்பாடுகளில் மாற்றம் ஏற்படுத்த வேண்டும் என்பதல்ல.

கேள்வி:- பொருளாதர ஸ்திரத்தினை பேணுவதற்கு தவிர்க்க முடியாதவொரு சூழலில் இலங்கை, சீனாவுடன் நெருங்க வேண்டிய நிலைமை ஏற்படுகின்றபோது இந்தியாவின் பிரதிபலிப்பு எவ்வாறு இருக்கும்?

பதில்;:- எந்த காரணத்துக்காக, எத்தகைய சூழலில் சீன பொருளாதார உதவியை இலங்கை பெறுகிறது என்பதைப் பொறுத்தே, இந்தியா தனது நிலைபாட்டை எடுக்கும். அந்தப் பிரதிபலிப்புக்களை தற்போதே கூற முடியாது.

கேள்வி:- இந்திய இலங்கை ஒப்பந்தத்தின் பிரகாரம் இலங்கை அரசியலமைப்பில் உருவாக்கப்பட்ட 13ஆவது திருத்தச்சட்டத்தினை முழுமையாக நடைமுறைப்படுத்தப்படும் என்று கருதுகின்றீர்காளா?

பதில்;:- பதின்மூன்றாவது சட்டத் திருத்தத்தை கோத்தாபய முழுமையாக செயல் படுத்துவார் என்பது வீணான எதிர்பார்ப்பு. அதை அவரே பல முறை கூறியுள்ளார். ஏனெனில், அவருக்கு வாக்களித்த சிங்களப் பெரும்பான்மையினருக்கு அதில் உடன்பாடு இல்லை.

கேள்வி:- பிரதமர் மோடி அதற்கான வலியுறுத்தலைச் செய்துள்ளபோதும் கோத்தாபய இந்து நாளிதழுக்கு வழங்கிய செவ்வியில் அதற்கு மாறுபட்ட கருத்தினையே முன்வைத்துள்ளாரே?

பதில்:- இருவரும் தமது கருத்துக்களை வெளிப்படையாக கூறியுள்ளார்கள். அதற்கு மேல் முன்னேற்றம் காண இரு நாடுகளில் உள்ள தமிழ் அரசியல் தலைவர்கள் முயற்சி எடுப்பார்களா என்பதே தற்போது எழுந்துள்ள கேள்வியாக இருக்கின்றது.

கேள்வி:- இறுதிப்போரின் பின்னர் தற்போயை புதிய ஜனாதிபதி, இராணுவத்தளபதி, பாதுகாப்புச் செயலாளர், உள்ளிட்டவர்கள் ஐக்கிய நாடுகள் மீது மனித உரிமை பேரவை உட்பட சர்வதேச ரீதியாக குற்றச்சாட்டுக்கள் காணப்படுகின்றன. இவை எதிர்காலத்தில் இலங்கையின் மீது சர்வதேச நாடுகளின் அழுத்தங்களுக்கு காரணமாக அமையும் என்று கருதுகின்றீர்களா?

பதில்:- ஈழப்போர் சார்ந்த மனித உரிமை குற்றங்களுக்கு இலங்கை பொறுப்புடன் நடவடிக்கை எடுக்கும் வரையில் சர்வதேச நாடுகளின் அழுத்தங்கள் தொடரும் என்பதில் மாற்றுக்கருத்தில்லை. அவ்வாறான அழுத்தங்களை இலங்கை தவிர்க்க முடியாது. அதற்கு உலக அளவில் பல்வேறு உதாரணங்களைக் கூற முடியும்.

ஐக்கிய நாடுகள் சபையில், வட கொரியா, சூடான் மற்றும் ஈரான் ஆகிய நாடுகளில் இடம் பெற்ற பல்வேறு மனித உரிமை குற்றங்களுக்கு சரியான பதிலளிக்காததால் அவற்றின் மீது சுமத்தப் பட்ட பொருளாதர மற்றும் ஏற்றுமதி இறக்குமதி தடைகள் பல ஆண்டுகளாக நிடிக்கின்றமையும் கவனத்தில் கொள்ள வேண்டும்

கேள்வி:- ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவையில் இலங்கை தொடர்பில் நிறைவேற்றப்பட்ட தீர்மானத்தினை நிராகரிக்கப்போவதாக புதிய ஆட்சியாளர்கள் தெரிவித்துள்ள நிலையில் போரின் போது இடம்பெற்ற மீறல்களுக்கான பொறுப்புக்கூறல், நீதிவழங்கள், இராணுவத்தின் மீதான குற்றச்சாட்டுக்கள் ஆகியவை தொடர்பிலான விடயங்களுக்கு என்னவாகும்? இந்த விடயங்களில் கரிசனை கொண்டிருக்கும் இந்தியா உள்ளிட்ட சர்வதேச நாடுகள் நடவடிக்கை எடுக்கும் என்று நம்பிக்கை கொள்ள முடியுமா?

பதில்:- தற்போதுள்ள உலக பாதுகாப்பு சூழலில் சர்வதேச நாடுகள், இலங்கையின் போர்குற்றம் சார்ந்த விடயங்களில் கரிசனத்துடன் செயல்படும் என்பதில் எனக்கு நம்பிக்கை இல்லை. இருந்தாலும் ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவையில் இந்த விடயம் 2020 மார்ச்சில் விவாதத்திற்கு வரும் போது இலங்கையின் மெத்தனப் போக்கு கடுமையாக விமர்சிக்கப்படும். ஆனால் அது விமர்சனத்துடனேயே நின்றுவிடும்.

இலங்கைக்கு சீனாவின் ஒத்துழைப்பு இருக்கும் வரை, இலங்கையால் அவ்வாறான விமர்சனங்களுக்கு முகங்கொடுகக்கவும், அதுசார்ந்த நடவடிக்கைகளை ஓரளவு முன்னெடுக்கவும் முடியும். ஏனெனில் ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவையில் தற்போது அமெரிக்கா அங்கம் வகிக்கவில்லை. இதனால் சீனாவை திட்ட வட்டமாக எதிர்க்க முடியாத நிலைமை உள்ளது. அத்துடன் அங்கத்துவத்தினைக் கொண்டுள்ள ஏனைய நாடுகள் பல சீனாவுக்கு கடன்களைப் பெற்று கடமைப்பட்டவையாக உள்ளன.

ஆகவே அந்நாடுகள் மாறுபட்ட நிலைப்பாடுகளை எடுத்தால், அவற்றுக்கு எதிராக சீனா அழுத்தம் கொடுக்கத் தயங்கப்போவதில்லை. எவ்வாறு இலங்கை ஆட்சியாளர்கள் பாதுகாக்கப்பட்டாலும் போர் குற்றங்களுக்கான பொறுப்புக்கூறலை செய்யாத வரையில் சர்வதேச ரீதியாக இந்த விடயம் கறைபடிந்த நிழலாக இலங்கையைத் தொடரும். அவ்வாறான நிலைமை யொன்று தேவையா என்று கோத்தாபய தலைமையிலான புதிய அரசு சிந்திக்க வேண்டும்

Sri Lanka Perspectives: November 2019

The election of Gotabaya Rajapaksa as President with a clear majority of 52.25% votes, 10.25% more than polled by his younger rival Sajith Premadasa  of the ruling United Nationalist Party (UNP), tells many things. Sinhala majority has voted Rajapaksa clan back to power with a strong mandate; on the flip side, minority community votes mostly in favour did not help Sajith win.

With the consolidation of Sinhala majority in favour of President Gotabaya is likely to further delay the ethnic reconciliation process; it was never seriously taken up by both Mahinda Rajapaksa and Sirisena governments, during the last ten years of peace. In other words, ethnic polarization is here to stay.

The Sinhala majority has preferred Gotabaya to lead the state after they saw President Sirisena government’s inept handling of national security resulting in Easter Sunday attacks. Evidently, they consider national security as more important than other issues like structural reforms, ethnic reconciliation and good governance. So we can expect President Gotabaya to remove 19th Amendment to the Constitution as promised in the run up to the election and restore powers of executive presidency. 

Lastly, Gotabaya’s victory also indicates peoples’ disillusionment with the outgoing yahapalana government. It is likely to affect the United National Party’s (UNP) performance in the parliamentary election likely to be held in March 2019.    

Prime Minister Narendra Modi invited the newly elected president soon after the result was announced. This underlined the importance India attaches to leadership change in Sri Lanka. The visit was strategically significant for India as the Rajapaksas were seen as close to China. The two-day visit to New Delhi on November 29-30 was equally important for President Gotabaya because he needs India’s support to improve national security, combat Islamist terrorism and help economic recovery. His statement after he was accorded the ceremonial welcome at Rashtrapati Bhavan, that he wanted to “bring the relationship between India and Sri Lanka to a very high level,” underscored his agenda.

So it was not surprising that the talks of the two leaders went off well. PM Modi commenting on the talks said a stable Sri Lanka was in the interest of India and the entire Indian Ocean Region (IOR). He said the two countries have decided to work together to strengthen their multi-dimensional partnership. PM Modi added “In line with my government’s neighbourhood first policy and SAGAR doctrine, we give primacy to our relationship with Sri Lanka. That is why it is natural that we are concerned about each other’s defence and security needs and sensitivities.”

PM Modi assured Sri Lankan president of India’s help in overall development of the country. PM Modi also announced a line of credit of $ 400 million to boost the island nation’s development and $50 million for dealing with security related issue. 

After the talks with PM Modi, President Rajapaksa was more explicit on a number of issues in his media interviews. These are summarized here:
·        19th Amendment to the constitution: The Sirisena government introduced 19th amendment to make the executive president more accountable to the parliament. The President said the amendment was “a failure and if we get 2/3 majority in parliament we will drop it from the constitution.”
·        Implementing 13th Amendment: PM Modi in a brief press statement on November 29, had expressed the hope that the 13th Amendment to the Sri Lankan constitution based on the Indo-Sri Lanka accord would be adhered to. However, President Gotabaya says 13th Amendment could not be implemented “against the wishes an feelings of the majority community.”
·        On Islamic State (IS) terrorism: The IS was a global threat and India and other countries have more information on this threat than Sri Lanka. Gotabaya hoped for more cooperation with India on national security issues, particularly on terrorism. As a part of his focus on security issues, he said he was reversing the Sirisena government’s moves to curtail powers of the military.
·        On China’s investment in Sri Lanka: If they want to provide an alternative to Chinese investment, India, Japan, Singapore and other countries “should tell their companies to invest in Sri Lanka and help us grow” because if they do not, then not only Sri Lanka, but countries all over Asia will have a problem.
·        Ties with China and Pakistan: On the ‘main issues’ of Sri Lankan ties with China and Pakistan, there would be no problem ‘that creates suspicions amongst Indian authorities’.
·        Regaining control of Hambantota port: Sri Lanka government must have control of all strategically important projects like Hambantota. With Sri Lankan control, they can do anything. The 99-year lease agreements the previous government had signed would have an impact on our future.
However, after President Gotabaya has come to power, there are disturbing trends that remind the people of highhandedness during the Rajapaksa rule. Sunday Times, Colombo, reported a Special Presidential Commission is to be appointed to probe those responsible for falsely implicating people in murders or related investigation. Civic rights of those responsible will be stripped. The probe will cover staff of state investigative agencies like the Criminal Investigation Department (CID), the Financial Crimes Investigation Division (FCID).
Even before SPC probe started, investigators of the CID are being investigated. This was sparked off after Chief Inspector Nishantha de Silva, head of organized crimes division of CID left with his family for Switzerland; he is said to have sought asylum there. Inspector de Silva was handling high profile cases that occurred during the Rajapaksa rule. These included the killing of Lasantha Wickrematunga, editor of The Sunday Leader and the abduction and torture of Keith Noyahr, Associate Editor of The Nation. The Swiss government has accused the government of interrogating a female local employee of the Swiss embassy in Colombo, after unknown persons kidnapped her and intimidated her immediately after de Silva fled.
So despite President Gotabaya’s right rhetoric after assuming office, he has to show that he was capable of carrying all sections of society to progress in a safe environment.

President Gotabaya’s India visit: Q & A on regional security issues

At the invitation of Prime Minister Narender Modi, the newly elected Sri Lanka President Gotabaya Rajapaksa made his first official visit to New Delhi on November 29-30. Security issues including counter terrorism cooperation topped the agenda of their meeting.  On this occasion, my answers to questions raised by a Sri Lanka scribe on India-Sri Lanka relations in the regional perspective are given below.

Q-1: What is this focus on the security of the country and the region mainly about?

The answer is in two parts:

a. At the strategic level, China's increasing military and economic clout in the Indo-Pacific is worrying the US and its allies notably Japan, Australia and S Korea, as well as India and ASEAN, which are bordering China. So, inevitably Sri Lanka astride Indian Ocean is becoming the focus of this power play. 

President Gotabaya, with his focus on national security, is seeking a positive equation with India to improve his ability to better manage China, which is well established in Sri Lanka. This will suit the US which is probably applying its own pressure on Sri Lanka as Indo-US security cooperation is growing fast.

b. Gotabaya has vowed to tighten security against Islamist terrorism. India has well established intelligence set up to handle it. Indian capability was seen when it warned in advance about Easter Sunday attack. So Gotabaya is probably banking upon enhancing Indian help to network with India on real time basis on intelligence sharing in addition to building closer security relations with India.

Q 2: PM Modi is offering Sri Lanka 50 mn US Dollars for improving its intelligence capability. How will this fund be used?

Probably USD 50 mn would be spent upon technology upgrades to improve surveillance on land and sea. China has already agreed to supply facial recognition technology Sri Lanka. So efforts will be made to build a national grid in Sri Lanka where intelligence and operational inputs will be coordinated one on one. 

Q-3: There were security lapses that resulted in the Easter bomb blasts. However, even in the aftermath of the gory incident, stricter security measures were not seen. How can we maintain tough security measures, without affecting tourism and discouraging much-needed foreign investors?

This subject was President Gotabaya's bread and butter that enabled him to defeat the LTTE. When public confidence increases in national security, logically tourism and foreign investments should pick up. So Gotabaya should pay attention to ensure tourists are not harassed by coercive police action like arrest of tourists for unwitting breaches of minor security rules. Police culture needs to change needs to change to promote tourism.

Q-4: Security of the region is also a foremost vital for India. What sort of a measures India has in terms protecting the region? what are the concerns for India?  

Under PM Modi India's global, regional and bilateral security priorities are geared to enable India to assume its rightful place in keeping with the its size, economic and human resources strength.  This is somewhat like Chinese President Xi Jinping’s Chinese Dream but promoted not aggressively like China. So India's security priorities are internal security for stable economic growth, stable neighborhood including Indian Ocean Region (IOR) and SE Asia. In my view, India's actions are based on this narrative; it is still being fleshed out by the Modi government.

India's security priorities for the region will to build, reinforce and strengthen multifaceted relations with Sri Lanka, Bangladesh and Nepal. At the same time India's actions will also be aimed at containing Pakistan and China's influence either singly or together. So India can be expected to build naval, counter terrorism and cyber security co-operation and coordination with the three neighbours. 

Q-5: Is LTTE still seen as a threat for India and Sri Lanka?

No way. LTTE is still banned in India, on par with Islamist terrorism. Sri Lanka should not be misled by noise of pro-LTTE personalities like Seeman and Thirumurughan Gandhi. Their limited influence is within manageable limits of the major parties.

Q-6: In an interview for South China Morning Post PM Mahinda Rajapaksa, right after his 2015 defeat, responded, to the question "whether the docking of two Chinese submarines in Sri Lanka in 2014 that raised India's hackles," Rajapaksa said: Whenever Chinese Submarines come to this part of the world, they always inform India. The Chinese president was here so the subs were" he said.  Then he said, "Find out how many Indian submarines and warships came to our waters when the Indian PM came for the SAARC summit in 2008."  So there were Indian Subs also coming in here. So is this an unusual scenario where subs coming in here or anywhere in the region?  How do you strike mutual cooperation in terms of feeling safe in the region and having a safe country?

Indian Navy surveillance capability has been upgraded with acquisition of US state of the art aircraft. It is keeping an eye on Chinese warship movement from Indonesian coast to Djibouti on a real time basis. Normally, when a foreign submarine moves into port friendly neighbours are informed. This is what Sri Lanka had been doing. Sri Lanka and Indian navies have age-old relations; so really I see no conflict of interest between India and Sri Lanka as long their communication links are maintained.

Q -7: China is an issue for India. Its development activities and military drills in the Indian Ocean are continuing. What is expected from China in terms of keeping the Indian Ocean safe?

I don't see China as "an issue" for India. The two giant neighbours share a land border, with a baggage of historical issues thereof. They are also wary of each other’s growing political, economic and military strength, particularly after China launched its Belt and Road strategic infrastructure initiative in 2013. Both PM Modi and President Xi  Jinping are aware of their conflict of interests have the potential to lead to military confrontation. So they are trying to keep their communication lines open to manage likely areas of confrontation.

China's assertion of naval strength in IOR is growing in tandem with the growth of Chinese Martine assets including infrastructure. India has signed naval cooperation agreement with France for mutual benefit in IOR.  In addition India is a member of the Quadrilateral - strategic group of US, Japan, Australia besides India - to ensure free flow of maritime traffic in Indo-Pacific after China became strident in asserting its claim over South China Sea.

China is aware of these strategic developments. However, China will probably avoid any military escalation in IOR as it can delay achievement of Xi's Chinese Dream of creating a moderately prosperous society for every citizen. It will also affect its desire to create a new world order. However, whenever China's core concerns are threatened, eruption of controlled confrontation cannot be ruled  out. This applies to IOR as well.
